9 <br />Plan. He questions why this open space is being proposed for rezoning. He <br />asked that this node be excluded from consideration. He asked that these <br />nodes not be approved until the implications of the impact are known. <br />John Gastineau, former member of the Economic Development Commission, <br />noted that one economic development goal is to provide better jobs for those <br />who live here in Orange County. They have always known that prezoning is the <br />key to attracting this type of development. He recommends approving these <br />nodes. <br />Margaret Brown made reference to the letter she sent to the Board and <br />asked that they consider the issues mentioned in the letter. She feels that <br />this particular proposal is not complete and that there are other issues that <br />need to be addressed. One issue is the lack of water and sewer and how it <br />will be financed. She encouraged them to go slowly with this massive rezoning <br />until some of these issues are addressed. <br />Ed Siebert is concerned about the young people who are moving into the <br />area. He feels that the EDDs will contain economic development in specific <br />areas. The design standards are tough and will protect the area from unwanted <br />development. <br />Pat Davis, member of the EDC, stated that with the increase in <br />population, there will be an increase in demand for government services as <br />well as other services which will provide job opportunities. He supports the <br />adoption of all three nodes He feels this is an important component of the <br />Orange County Comprehensive Plan. The proposal includes development standards <br />which are more strict than those now in place. He noted that of~the 1650 <br />acres, more than 30$ will be preserved as open space. <br />Carol Cantrell, Chair of the Orange County Planning Board, pointed out <br />that the Planning Board and EDC have come to an agreement about this. All the <br />people who have been involved over a long period of time have agreed that this <br />is a plan for the future. She feels that the statistics used by Margaret <br />Brown have been applied very loosely. The Design Standards spells out the <br />procedure for businesses. She encourages the County Commissioners to adopt <br />these nodes. <br />John Hartwell spoke in support of this recommendation. He noted that <br />when he was on the Board of County Commissioners, they asked the EDC what they <br />needed to encourage economic development and were told they needed to prezone <br />some property. It has been seven years. He supports the recommendation and <br />if all three cannot be approved, hopes that at least two of the nodes can be <br />approved. <br />Christie Clayton spoke on behalf of her family who own property in <br />three of the areas being considered. She supports this proposal and asked <br />that a decision not be delayed. <br />The Board received this report as information.
