It was the <br />consensus of the Board to appoint Commissioner Halkiotis to the Board of <br />Directors. <br />B. ECONOMIC DEVELOPMENT DISTRICT PROPOSALS <br />Planning Director Marvin Collins summarized the information in the <br />abstract. The proposals are based on a four-year effort involving the <br />Planning Board and the Economic Development Commission. Public hearings were <br />conducted on the proposals on February 22, 1993 and May 24, 1993. The amount <br />of land designated for development purposes in Primary and Secondary <br />Development Areas in the three districts is as follows: <br />DISTRICT <br />I-40/Old Hwy NC 86 <br />I-85/Buckhorn Road <br />I-85/US Hwy 70 <br />DEVELOPMENT AREA <br />414 Acres <br />220 Acres <br />388 Acres <br />These proposals address the issue of prezoning districts for economic <br />development. Collins made reference to the "Design Manual" and said that it <br />defines the performance standards for these areas. The Planning Board and the <br />Economic Development Commission met last Thursday night to consider this <br />proposal. The Planning Board voted unanimously to approve the recommendation. <br />The Economic Development Commission vote was 10 for and one against. Collins <br />summarized the recommendations as listed in the agenda abstract. <br />NOTE: SEVERAL CITIZENS ASKED TO SPEAR TO THIS ITEM <br />Alois Callemyn spoke on behalf of Mr. James C. Rippy who asked that all <br />of his property be included within the I-40/Old Hwy NC 86 proposed Economic <br />Development District. They are pleased with what has happened. He asked that <br />the County Commissioner study this issue very carefully and hear what people <br />say. <br />June Haas spoke on behalf of those who live on Old 86 and Cornwallis <br />Hills. Seven landowners in this area have requested that they be included in <br />the Economic Development District (EDD). <br />Bill Strom stated that the two proposed goals for the Economic <br />Development Commission (EDC) was to expand the tax base and create jobs. He <br />is opposed to these EDDs because he feels they will negatively impact the tax <br />base. He feels that the overall quality of jobs needs to be reviewed. He also <br />feels there are flaws in the design standards. Commissioner Willhoit <br />clarified that expanding the tax base is not a goal. <br />Lindsay Efland stressed that there are blue collar workers that need <br />jobs. The proposal is for all three nodes to be approved. He asked the Board <br />to approve the two nodes at the eastern and western portions if they could not <br />approve all three. <br />Billy Smith, who lives at Oakdale and Old 86 stated that there are a <br />lot of concerns about noise and traffic. There is a quickie mart being built <br />in front of his home. Everyone in that area has asked that the Board consider <br />the people who live in the area before approving any nodes. He wants his <br />property to be added to the node so he can move back to the country. <br />James W. Smith lives down the road from Billy Smith.
