RESOLIITION TO RESCIND MANDATORY STAGE III WATER RESTRICTIONS <br />A motion was made by Commissioner Insko, seconded by Commissioner <br />Halkiotis to approve the Resolution to rescind Mandatory Stage III Water <br />Restrictions as stated below: <br />PQBLIC PROCLAMATION <br />The management of Orange County has determined that due to the recent <br />rainfall, the water level of Lake Orange is now above the STAGE III level in <br />accordance with the County's Water Conservation Ordinance. <br />As Chair of the Board of Commissioners, I hereby rescind the mandatory <br />STAGE III water restrictions imposed on September 27, 1993 for those citizens <br />who live in the County portion of the Orange/Alamance and the Town of <br />Hillsborough service area and use water obtained from any raw water supply <br />within Orange County. <br />I thank the citizens of Orange County for their cooperation during this <br />period and ask that you continue to observe the voluntary water restrictions <br />until such time that the level of Lake Orange is above. the STAGE II level. <br />Effective this date of December 6, 1993. <br />VOTE: UNANIMOUS <br />V. SPECIAL PRESENTATIONS <br />County Manager John M. Link, Jr. announced that Tax Assessor Kermit <br />Lloyd has been recognized as Tax Assessor of the Year. Chair Carey presented <br />a plaque to Kermit Lloyd and the Board congratulated him for the outstanding <br />job he has done for the County. <br />VI. PIIBLIC HEARINGB - NONE <br />VII. REPORTS <br />A. COMMIINITIES IN BCHOOLB STATIIS REPORT <br />John Link and Scott Gardner gave a status report on this new <br />initiative of Communities in Schools (CIS) of Orange County. In June, 1992, <br />representatives from County government, Orange County and Chapel Hill/Carrboro <br />City Schools, community agencies and the business community convened to <br />examine the possibilities for improving student success. The primary focus <br />was placed on those students with either low academic performance or with <br />barriers to success. In August 1993, the Task Force concluded that the CIS <br />of Orange County should be a non-profit, non-partisan, community based <br />organization charged with addressing the multiple needs of youth at highest <br />risk of educational, social, and economic failure. It should focus on the <br />underlying problems of students, including physical and mental health, low <br />self worth, inadequate life skills and workforce preparedness. The Task Force <br />has recommended that the CIS process be piloted initially in one middle school <br />in each district. The Board of Directors will oversee the planning and <br />
