<br />3 <br />B. RIILES OF PROCEDIIRE FOR THE BOARD OF COIINTY COMMISSIONERS <br />The Board approved a change in their Rules of Procedure changing <br />the "Order of Business" and adding that estimated times will be set for each <br />item ending the meeting at 10:30. It will take a unanimous vote of the Board <br />to continue beyond 10:30 p.m. <br />C. ERAMINATION OF BONDS <br />The Board approved that the bonds be maintained at current levels. <br />D. LANDFILL FEE SCBEDQLE CHANGES <br />The Board approved the two resolutions as stated below which <br />changes the Orange County Landfill fee schedule for sale of mulch and disposal <br />of scrap tires. <br />A RESOLIITION ESTABLISHING A PROGRAM FOR PIIHLIC SALE OF MIILCH <br />BY ORANGE REGIONAL LANDFILL <br />WHEREAS, the Orange Regional Landfill segregates yard waste and other <br />materials from refuse disposed in fill areas at the landfill; and <br />WHEREAS, this material is ground into mulch for sale to the general public; <br />NOW, THEREFORE, BE IT RESOLVED by the Orange County Board of Commissioners <br />that they approve a policy establishing a public program in which the Orange <br />Regional Landfill offers mulch for sale to the public based on the following <br />conditions: <br />1. mulch will be sold at a fee that recovers an amount as close to <br />actual net operating unit cost annually as feasible <br />2. the initial fee for fiscal year 1993-94 will be $10 per bucket (one <br />cubic yard) <br />3. future fees will be modified administratively based on factors <br />impacting the actual unit costs <br />A RESOLQTION ELIMINATING FEE FOR DISPOSAL OF SCRAP TIRES AT <br />ORANGE REGIONAL LANDFILL <br />WHEREAS, the Orange Regional Landfill has a current fee schedule for disposal <br />of scrap tires; and <br />WHEREAS, the North Carolina Legislature enacted a law prohibiting counties <br />from charging a fee for general disposal of scrap tires effective January 1, <br />1994; <br />NOW, THEREFORE, BE IT RESOLVED by the Orange County Board of Commissioners <br />that existing fees for disposal of scrap tires at the Orange Regional Landfill <br />be eliminated effective January 1, 1994. <br />B. ENVIRONMENTAL REVIEW RECORD - MAGNOLIA PLACE, CREEL STREET <br />The Board approved and authorized the Chair to sign the <br />Environmental Review Record for the two HOME projects, Magnolia Place and <br />Creel Street as required by the N.C. Housing Finance Agency. <br />F. COMPREHENSIVE 80IISING AFFORDABILITY STRATEGY (CHAS) <br />The Board adopted a resolution as stated below approving the <br />FY1994-1999 Comprehensive Housing Affordability Strategy for Orange County. <br />
