11 <br />considered a part of a network of county-managed senior centers, and (2) the <br />Board approve a thirty hour per week facility manager for the center. <br />Commissioner Gordon said she is very impressed at what is happening <br />at the Chapel Hill Senior Center and is pleased with the work being done by <br />the staff and the senior citizens. The programs are going well and she <br />supports the center. <br />Chair Carey stated that this was not envisioned as a county-managed <br />facility in the long range plan. He feels that further discussion needs to <br />take place on this issue. <br />Commissioner Willhoit stated that the Task Force on Southern Orange <br />Senior Center Space proposed establishing a system of satellite centers. The <br />Chapel Hill Senior Center has been enormously successful, but perhaps the Town <br />of Chapel Hill can no longer meet their commitment to the plan which <br />stipulates that the town provide staff for programming. <br />Commissioner Insko asked for more information on what is expected <br />from the Town of Chapel Hill. She needs information on why this is being <br />changed from a private-non profit to a county managed facility. <br />Chair Carey wants to know whether this is going to be the model or <br />if they are going to try to provide the same level of service throughout <br />Orange County. <br />Commissioner Insko would like this item brought back. <br />Chair Carey agreed that this Center has been successful. He <br />questions if the County should provide staff since this endeavor started out <br />being a partnership. <br />John Link stated that when this Center was started, it was not <br />clear how much staff would be needed. The real issue is that if it is an <br />Orange County senior center, it needs staff support similar to the other <br />senior centers. <br />Bob Seymour feels that the relationship between Orange County and <br />Friends needs to be further clarified. From the beginning, they were very <br />much involved with the Dept. on Aging. When the need for this center was <br />questioned, they felt the need to go ahead and raise money to so some of the <br />things they need to do. They have become the flagship of the senior centers <br />in Orange County. They are operating with a budget of $60,000 which is not <br />County money. The Town of Chapel Hill pays the utility bills. Another issue <br />that will need to be addressed is additional space. <br />Commissioner Gordon suggested continuing the discussion on this <br />item at the Board's retreat on Saturday, December il.
