She made reference to the table on page 32 of the agenda and noted <br />that they prefer option 1 and would like for that to be reworded to say that <br />detention ponds are not allowed instead of not required. Also, she asked that <br />#2 on page 34 say no commercial and no industrial. <br />Marty Mondell indicated that in determining the stream buffer, the <br />stream was not included in the calculation. She asked that the word "stream" <br />be added back in the proposal. She asked that those items under "other uses" <br />on page 5 be deleted. She does not agree with the wording of the "NOTE" on <br />page six. She questioned the 50$ impervious surface and asked why this figure <br />is so high. Commissioner Willhoit stated that they may want to consider <br />putting churches in the "other nonresidential" category which allows a maximum <br />of 12$ impervious surface, but leave fire stations and solid waste collection <br />centers in a category that allows up to 50~ impervious surface and requires <br />on-site containment of the first inch of stormwater runoff. <br />A motion was made by Commissioner Insko, seconded by Chair Carey <br />that discussion on this item be continued for fifteen minutes and that the <br />County Commissioners meeting be extended for thirty minutes. <br />VOTE: AYES, 4; NOS, 1 (Commissioner Willhoit) <br />NOTE: This motion failed because there must be a unanimous vote to continue <br />the meeting beyond 10:30 p.m. <br />B. MIDWAY FUNDING RE VEST (This item was considered at the beginning <br />of the Decision Items) <br />Ted Abernathy explained that last November, the Midway Development <br />Commission began an effort to revitalize the midway area of Chapel <br />Hill/Carrboro. Orange County provided $2,500 and $6,000 was contributed by <br />the Town of Chapel Hill. In August, Harvey Reid, President of the Commission, <br />reported to the County Commissioners on the progress to date and indicated a <br />continuing need for funding. <br />Harvey Reid distributed a report and said he has a video he would <br />like the Commissioners to see. He stated that part of the problem in this <br />particular community is unemployment and underemployment. They have created <br />a community organization to address these problems and wish to become a non- <br />profit development corporation with a community office. <br />He summarized the report that was received by the County <br />Commissioners. The requested $25,000 will help hire a fulltime staff person. <br />Chair Carey said he would like to be sure that services will not <br />be duplicated and also he would like to see a survey of businesses. <br />Commissioner Insko feels the work is important and that Mr. Reid <br />is providing leadership. She supports the County providing staff support to <br />help in that effort. <br />Chair Carey encouraged Mr. Reid to continue to refine what they are <br />doing. <br />E.
