The Board welcomed
Mr. Kittre1l. Mr. Kittrell told the Board he felt the program in Orange
County was a good solid program.
Agenda Item 6: Board of Social Services Request for
S ace for Day Care Center in_C_edar___
'Grove Multi urpose Center.
Commissioner Willhait moved, seconded 6y Commissioner Barnes, that
the request for space fora day care center in the Cedar. Grove Multipur-
pose Center, utilizing option 1 (see page/5 ~ of this book) be granted.
Discussion followed. Ms. Tapp, President of the Board of Directors of
the Cedar Grove Multipurpose Center, noted the need for a day care center
in this part of Orange County. Ms. Tapp, in response to questioning, said
the Director of the Center would be named at a later date but the center
hoped to be in operation by September. Commissioner Barnes noted that
Orange 'County was only granting space, assuming the motion passed, and
suggested the County Attorney should draw up use agreements for the County
to use in all such situations, i.e., where it provides space but does not
necessarily fund the operation. Commissioner Barnes, noting the absence
of Ms. Mayes of Headstart, said that Headstart, which now used the space,
objected to giving up that space. Ms. Rogers, Coordinator for Headstart,
spoke and objected to giving up that space, saying it was now used; she
noted also concerns for the safety of the children and accessibility for
handicapped children. Commissioner Barnes said it•was her understanding
that the Board of Social Services felt better scheduling of rooms would
alleviate h;eadstart's objections.
There was some discussion of the possible renovation of the south
wing of the Cedar Grare Multipurpose Center for Headstart.
Commissioner Willhoit restated his motion, to wit: to Commit 2
large rooms at Cedar Grove Multipurpose Center for a day care center
and allocate $1200 for renovation. Vote: Ayes, 5; noes, 0.
Agenda Item 7: Health De artment Bud et
The Health Director, Mr. Jerry Robinson, presented the Board with
the Department's budget for Fiscal 1981-82. He noted the budget did not
reflect changes the Manager had made the previous week; nor did it in-
clude animal shelter costs. He asked the Board to authorize preliminary
submission of the Health Department budget to the State.
