4 <br />urban service; and <br />WHEREAS representatives of these local governments have met to discuss the <br />design of such a system, and have recommended establishment of a "Courtesy <br />Review System" as described on the attached sheet; <br />NOW THEREFORE BE IT RESOLVED by the Orange County Board of Commissioners that <br />it hereby directs its administration to implement an Orange County-City of <br />Durham Courtesy Review System as described above and in other documents as <br />attached. <br />VOTE: UNANIMOUS <br />V. SPECIAL PRESENTATIONS <br />A. SPECIAL PRESENTATION FOR CERTIFICATION <br />Chair Carey presented to both Beverly Blythe, Clerk to the Board <br />and to Kathy Baker, Deputy County Clerk awards which indicated their <br />achievement of the designation of Certified Municipal Clerk. This award was <br />attained through a combination of education and experience. They were <br />commended by the Board for their dedication and hard work. <br />VI. PGBLIC HEARINGS <br />A. COMMGNITY ACTIVITY CORPORATION REVENGE BONDS - SWIMMING POOL <br />The County Clerk reported to the Board of Commissioners that notice <br />was published in the Chapel Hill Herald of a public hearing on the question <br />of whether to approve the issuance of Orange County Community Activity <br />Corporation's Community Activity Center Revenue Bonds, Series 1993A and series <br />1993B (the "Bonds") and that such public hearing would be held on November 16, <br />1993 at 7:30 o'clock P.M. <br />At 8:00 o'clock P.M. the Chairman announced that the Board of <br />Commissioners would hear anyone who wished to be heard on the question of the <br />approval of the Bonds. At the direction of the Chairman, the County Clerk <br />distributed the published notice of hearing to all requesting them. <br />No person spoke in favor or against the project. However, Julie <br />Andresen asked that Orange County work with .the municipalities on a <br />coordinated plan in providing recreation and library services for all the <br />citizens in the County. <br />After the Board of Commissioners had heard all persons who <br />requested to be heard in connection with the foregoing questions, Commissioner <br />Willhoit moved that the public hearing be closed. The motion was seconded by <br />Commissioner Insko and was unanimously adopted. <br />VII. REPORTS <br />A. 1992-93 COMPREHENSIVE ANNGAL FINANCIAL REPORT <br />Ken Chavious shared the highlights of this report. The Board <br />received the report as information. The County Commissioners commended Ken <br />Chavious and his staff for their dedication and hard work. <br />B. REGIILATING FIREARMS <br />Geoffrey Gledhill presented a .report on the status of laws and <br />regulations affecting possession, sale, transfer and discharge of "guns within <br />
