7 <br />RESOLUTION AUTHORIZING AN APPLICATION <br />FOR <br />COMMUNITY DEVELOPMENT BLOCK GRANT FUNDS <br />NOW, THEREFORE BE IT RESOLVED by the Board of County Commissioners of <br />Orange County, that an application for Housing Development Grant funds from the <br />N.C. Department of Commerce is hereby authorized. The target project is <br />Magnolia Place and the amount to be requested is $250,000. The application <br />will be submitted on or before October 15, 1993. <br />Further, the Board of Commissioners of Orange County authorizes the <br />Chair of the Board of County Commissioners to sign the application document <br />upon approval by the County Attorney. <br />VOTE: UNANIMOUS <br />VII. REPORTS <br />A. ANIMAL CONTROL/SHELTER STUDY COMMITTEE FINAL REPORT <br />The Board appointed in December, 1992 a committee to study the <br />operations of the Animal Control Division of the County Health Department and <br />the County Animal Shelter managed by the Animal Protection Society. The <br />report, as presented, includes findings and recommendations of that committee. <br />Overall, the Animal Control/Shelter Study Committee found "through the <br />accomplishments of both the County Animal Control Division and the Animal <br />Protection Society of Orange County, that the County has an effective and <br />exemplary program for animal control and the humane care and treatment of <br />animals. <br />Albert Kittrell reported that three recommendations have already <br />been completed. These are addressed in the agenda abstract. <br />Commissioner Willhoit served on the committee and reported that most <br />of the issues have been addressed. The meetings were very positive and there <br />was a strong endorsement and affirmation of the two programs. They came away <br />with a commitment to make both programs even stronger by working together. <br />With regard to investigation of animal cruelty cases, he stated that both have <br />authority to conduct animal cruelty investigations. Both will continue to do <br />these investigations but they will inform each other so that there is no <br />duplication. <br />Board members commended both programs. They received the report <br />as information. <br />B. REPORT - OUTDOOR PRIVIES IN ORANGE COUNTY <br />Tara Fikes presented a report on the prevalence of outdoor privies <br />in the County and strategies to alleviate this problem. <br />Briefly, she noted that the 1990 Orange County Census data reported <br />a total of 279 dwelling units which lack complete plumbing facilities. The <br />1980 census data indicate 1052 dwelling units in Orange County which lack <br />complete plumbing. Due to the limited information requested by the 1990 census <br />questionnaire, the 1052 units is considered by local staff (Tara Fikes, Tony <br />Laws and Paul Thames) to be a more accurate reflection of this problem in <br />Orange County. <br />Tara Fikes listed in her report three options for identifying the <br />total number of outdoor privies. Also she listed solutions to this problem and <br />also the barriers. <br />
