6 <br />drinking water supply as evidenced by Orange County's participation in the <br />Falls Lake Working Group and as evidenced by Orange County's support of an <br />Upper Neuse Association which could be instrumental in implementing the <br />recommendations of a Falls Lake Watershed Study; and <br />Whereas, Orange County believes that the costs and benefits of protecting the <br />Falls Lake Watershed should be assessed and shared equitably among the affected <br />jurisdictions; and <br />Whereas, the local government representatives on the Falls Lake Working Group <br />have recommended that the new study draw from and build upon the numerous <br />studies and models relating to the Falls Lake water quality that have been <br />developed and not exceed the $150,000 study fund appropriated to the <br />Department; and <br />Whereas, the local representatives on the Falls Lake Working Group have <br />endorsed the concept of a scope of work for a Falls Lake Watershed Study which <br />includes a water quality goal; develops an understanding of potential current <br />and future pollution sources and how the lake functions; and includes best <br />management practices to address water quality problems and has requested that <br />the attached scope of work be forwarded to each jurisdiction for its <br />consideration before October 1, 1993. <br />Therefore, be it resolved that Orange County supports and respectfully requests <br />the Department to conduct the attached Scope of Work for a Falls Lake Watershed <br />Study with an amendment that would address the equity of costs and benefits for <br />the jurisdictions who participate in protecting the watershed." <br />VOTE: UNANIMOUS <br />V. SPECIAL PRESENTATIONS - NONE <br />VI. PUBLIC HEARINGS <br />A. HOUSING DEVELOPMENT GRANT APPLICATION (DECISION) <br />Tara Fikes presented for the receipt of comments from the public the <br />proposed FY 1993 Housing Development Grant Application for the Magnolia Place <br />subdivision. Magnolia Place is a planned 42 unit subdivision in Hillsborough <br />sponsored by the joint venture of Orange Community Housing Corporation and <br />Development Research Corporation, a Wake County developer. The homes built <br />will be affordable to families with incomes below 80% of the area median family <br />income, with a special emphasis on families at and below 60~ of the area <br />median. CDBG funds are requested in the amount of $247,050 to allow Orange <br />County to construct public water and sewer service, storm drainage and streets <br />on the site. Also, $2,950 will be requested for grant administration for a <br />total grant request of $250,000. <br />Donna Dyer, Orange Community Housing Corporation, stated her support <br />for this grant application. <br />A motion was made by Commissioner Insko, seconded by Commissioner <br />Halkiotis to close the public hearing, adopt the resolution authorizing <br />submission of the Magnolia Place Housing Development Application by October 15, <br />1993 as stated below and authorize the Chair to sign the application document <br />on behalf of the Board upon approval by the County Attorney. <br />
