,~ . <br />2 <br />MINUTES <br />ORANGE COUNTY BOARD OF COMMISSIONERS <br />OCTOBER 4, 1993 <br />REGULAR MEETING <br />The Orange County Board of Commissioners met in regular session on <br />Monday, October 4, 1993 at 7:30 p.m. in the courtroom of the Old County <br />Courthouse in Hillsborough, North Carolina. <br />COUNTY COMMISSIONERS PRESENT: Chair Moses Carey, Jr., and Commissioners <br />Alice M. Gordon, Stephen H. Halkiotis, Verla C. Insko and Don Willhoit <br />COUNTY ATTORNEY PRESENT: Geoffrey Gledhill <br />COUNTY STAFF PRESENT: County Manager John M. Link, Jr., Assistant <br />County Managers Albert Kittrell and Rod Visser, Economic Development Director <br />Ted Abernathy, Clerk to the Board Beverly A. Blythe, Finance Director Ken <br />Chavious, Planning Director Marvin Collins, Housing and Community Development <br />Director Tara Fikes, Program Supervisor I Frank Hartig, Recreation and Parks <br />Director Bob Jones, Purchasing Director Pam Jones, Budget Director Sally Kost, <br />Commission for Women Director Lucy Lewis, Health Director Dan Reimer, and <br />Planner Mary Willis <br />I. ADDITIONS OR CHANGES TO THE AGENDA <br />Board Comments were moved forward on the agenda. <br />II. AIIDIENCE COMMENTS <br />A. MATTERS ON THE PRINTED AGENDA <br />Chair Carey stated that citizens who have indicated a desire to <br />speak to an item on the printed agenda will be recognized at the appropriate <br />time. <br />B. MATTERS NOT ON THE PRINTED AGENDA - NONE <br />BOARD COMMENTS <br />Commissioner Halkiotis stated that he brought greetings at the Cedar <br />Grove Daycare Facility in Cedar Grove. A delegation of state officials <br />including Representative Howard Hunter and Stephanie Fanjul, Deputy Director <br />of the Commission of Child Development met with elected officials, citizens and <br />staff to discuss the recent award for the Orange County Smart Start project. <br />For the record, Orange County was awarded one of the 12 state wide "Smart <br />Start" grants to implement model programs for preschoolers. This grant will <br />bring more than one million per year for the next two years into Orange County <br />to put these programs into place. <br />Commissioner Halkiotis emphasized that something must be done or the <br />future is not bright for young children. The state delegation indicated that <br />the proposal from Orange County was one of the strongest if not the strongest <br />proposal they received. They will be looking to Orange County for leadership. <br />Sue Russell, Day Care Services Association and others thanked the County <br />Commissioners for their support in submitting this application. <br />Chair Carey commended those citizens who worked long hours in putting <br />together the grant application indicating that there are a lot of people <br />dedicated to improving the opportunities for daycare. <br />
