11 <br /> Commissioner Halkiotis commended Pam Jones for her leadership in handling <br /> everything. <br /> Pam Jones gave a brief description on the services that will be <br /> provided by Hakan/Corley and Associates as outlined in the contract for the <br /> design services associated with the Southern Human Services Building which <br /> will be located on Homestead Road in Chapel Hill. <br /> Commissioner Willhoit asked that the Arts Commission be included <br /> in the selection of any art that may be considered for the building. <br /> A motion was made by Commissioner Willhoit, seconded by <br /> Commissioner Halkiotis to approve a contract with Hakan/Corley and Associates, <br /> Chapel Hill, NC, in the amount of $356, 320 for design services of the Southern <br /> Human Services Building; and authorize the Chair to sign on behalf of the <br /> Board, contingent upon Attorney and staff review. <br /> VOTE: UNANIMOUS <br /> C. DRAFT SCOPE OF WORK AND PROCESS FOR DEVELOPING A SOLID WASTE <br /> MANAGEMENT PLAN <br /> The Board considered the proposed scope of work and process for <br /> development of an integrated Solid Waste Plan. <br /> Commissioner Gordon asked that the Board be involved at the time <br /> information is gathered on existing solid waste systems and also receive a <br /> copy of the interim report for their input. These suggestions will be <br /> incorporated in the final scope of work. <br /> D. RAW WATER ALLOCATIONS FROM JORDON LAKE <br /> The Board discussed maintaining Orange County's Level II (long <br /> range) 1.0 million gallon per day allocation of raw water supply from the <br /> Jordon Lake and pursuing acquisition of all or a portion of the allocations <br /> relinquished by the Town of Hillsborough and the Orange-Alamance Water System. <br /> A motion was made by Commissioner Willhoit, seconded by Chair Carey <br /> to approve, in principal, a contract between the County and the NCEMC for a <br /> 1. 0 mgd Level II allocation and $1572.43 for fiscal year 1992-93 and that <br /> $1860 for fiscal year 1993-94 be set aside as necessary to address the costs <br /> associated with the County's Level II allocation. <br /> VOTE: UNANIMOUS <br /> Commissioner Willhoit asked that the Board meet with OWASA and <br /> others involved about purchasing the allocations relinquished by the Town of <br /> Hillsborough and the Orange-Alamance Water System. A letter will be sent to <br /> OWASA indicating the Board would like to work with them in this endeavor. He <br /> suggested that the County review the timeline on when water will be available. <br /> He asked that a report be done on the cost effectiveness of relying on OWASA <br /> and the Jordon for water versus building a reservoir. <br /> E. OUT OF COUNTY WASTE ORDINANCE <br /> A motion was made by Commissioner Willhoit, seconded by <br /> Commissioner Halkiotis to adopt the ordinance restricting the disposal of <br /> solid waste at the Orange County Landfill as stated below: <br />
