Gordon, Stephen H. Halkiotis, Verla C. Insko and Don Willhoit. <br /> COUNTY ATTORNEY PRESENT: Geoffrey Gledhill <br /> COUNTY STAFF PRESENT: County Manager John M. Link, Jr. , Assistant <br /> County Managers Albert T. Kittrell and Rod Visser, Clerk to the Board Beverly <br /> A. Blythe, Housing and Community Development Director Tara Fikes <br /> CONVEYANCE OF PROPERTY TO THE PINES COMMUNITY CENTER INC. <br /> Motion was made by Commissioner Insko, seconded by Chair Carey to adopt <br /> the resolution as stated below authorizing the transfer of property by the <br /> Orange County Housing Authority to the Pines Community Center, Inc. for the <br /> purpose of developing affordable home ownership opportunities and authorizing <br /> the Clerk to certify the proceedings: <br /> RESOLUTION OF THE ORANGE COUNTY HOUSING AUTHORITY <br /> WHEREAS, on the 4th day of May, 1992, the Orange County Housing <br /> Authority accepted non-warranty deeds from the Orange County Board of <br /> Commissioners for the following parcels of property (hereinafter referred to <br /> as "the parcels of property") : <br /> Parcel I: Tax Parcel 7. 100.C. 10 <br /> Parcel II: Tax Parcel 7. 100.C. 10A <br /> Parcel III: Tax Parcel 7.91.H.7 <br /> WHEREAS, the Orange County Housing Authority has determined that the <br /> parcels of property should be developed to provide dwelling accommodations for <br /> persons of low income: <br /> WHEREAS, the Pines Community Center, Inc. , a non-profit entity, has <br /> expressed an interest in developing these properties; <br /> NOW, THEREFORE, BE IT RESOLVED, pursuant to North Carolina General <br /> Statues 157-1 et seq. , the Orange County Housing Authority authorizes <br /> conveyance of the aforementioned Parcels I, II, and III by non-warranty deeds <br /> subject to satisfaction of the following conditions. <br /> 1. The Orange County Housing Authority will consult with the Chapel <br /> Hill Planning Department to ensure that these lots are buildable <br /> under present land use requirements. <br /> 2. The Pines Community Center, Inc. will present to the Orange County <br /> Housing Authority a development plan for these parcels of property <br /> which will include a development timetable and financing mechanisms <br /> for providing dwelling accommodations for persons of low income for <br /> the County Manager's review and approval; and <br /> 3. The Pines Community Center, Inc. and the Orange County Housing <br /> Authority will enter into a Performance Agreement which will <br /> provide for the development and construction of housing for persons <br /> of low income (60% and below median) to be located on the parcels <br /> i <br />
