VOTE: UNANIMOUS <br /> B. COMMUNITY DEVELOPMENT BLOCK GRANT APPLICATION <br /> Tara Fikes stated that the North Carolina Department of Commerce <br /> announced the availability of Community Development Block Grant funds for <br /> community revitalization projects. <br /> No public comments were received. Ms. Fikes will develop an <br /> application and bring it back for Board approval on May 18, 1993. <br /> C. UPDATED EMERGENCY SERVICE FRANCHISE ORDINANCE <br /> This item was presented to receive public comments on an updated <br /> ordinance regulating emergency medical, first responder, and rescue service <br /> and granting of franchises in Orange County. In accordance with NCGS 153A- <br /> 250(a) , the Board may adopt the ordinance after the public hearing if it finds <br /> it necessary to do so to assure the provision of adequate and continuing <br /> ambulance service, first responder service, and rescue service which <br /> preserves, protects, and promotes the public health, safety, and welfare. <br /> Commissioner Gordon questioned putting a dollar amount in the <br /> ordinance for liability insurance since this may increase from year to year. <br /> Geoffrey Gledhill recommended adding on page 12 of the ordinance a new section <br /> (c) which states "Insurance coverage minimum limits required in subsection (a) <br /> and (b) shall be evaluated annually by the Orange County office of Emergency <br /> Management in consultation with the Orange County Director of Central Services <br /> and revised as deemed appropriate and as directed by the Orange County office <br /> of Emergency Management. In directing a change in insurance coverage, the <br /> Orange County office of Emergency Management shall consider the risk needs <br /> protected by this insurance coverage and the availability in the market place <br /> of the coverage amounts to be required" . <br /> Commissioner Halkiotis questioned if the EMS Advisory Council was <br /> still discussing fees for services. Commissioner Insko indicated that there <br /> is a Resource subcommittee which will help identify the resources to support <br /> this system. Rod Visser noted that this concept will be discussed next <br /> Wednesday at their EMS Advisory meeting and it will also be discussed as part <br /> of the budget process. <br /> NO PUBLIC COMMENTS WERE RECEIVED. <br /> Motion was made by Commissioner Halkiotis, seconded by Commissioner <br /> Insko to close the public hearing. <br /> VOTE: UNANIMOUS <br /> Motion was made by Commissioner Halkiotis, seconded by Commissioner <br /> Willhoit to adopt and authorize the Chair to sign the "Ordinance Regulating <br /> Emergency Medical, First Responder, and Rescue Service and Granting of <br /> Franchises and Contracts to the Operators in the County of Orange" as amended <br /> above using language that is gender free. <br /> VOTE: UNANIMOUS <br /> NOTE: Item VIII-E "Task Force on the Process for Electing Orange County <br /> Commissioners was heard at this time. <br /> VII.
