4 <br /> the life of this Nation by being instrumental in the struggle for human rights <br /> worldwide; <br /> WHEREAS, African-Americans have achieved outstanding success in the arts and <br /> sciences and thus represent a significant portion of the business and <br /> professional world; <br /> WHEREAS, African-Americans have been in the forefront of every major <br /> progressive social change movement; <br /> WHEREAS, African-Americans have been leaders not only in securing their own <br /> rights of suffrage and equal opportunity, but also in the abolitionist <br /> movement, the emancipation movement, the industrial movement, and the civil <br /> rights movements, which create a more fair and just society for all; <br /> WHEREAS, African-Americans have served and continue to diligently serve our <br /> Nation in every foreign crisis; and <br /> WHEREAS, despite these contributions and many more, the role of African- <br /> Americans in history has been consistently overlooked and undervalued in the <br /> literature, teaching and study of American history; <br /> NOW, THEREFORE, do we, the Commissioners of Orange County proclaim the month <br /> of February, 1993 as BLACK HISTORY MONTH and commend this observance to Orange <br /> County citizens. <br /> VOTE: UNANIMOUS <br /> C. SUPPORT FOR ARTSCENTER GRANT PROPOSAL <br /> Motion was made by Commissioner Halkiotis, seconded by Commissioner <br /> Gordon to approve the resolution stated below which gives conditional support <br /> for the ArtsCenter grant proposal: <br /> ORANGE COUNTY BOARD OF COMMISSIONERS <br /> A RESOLUTION IN SUPPORT OF THE ARTSCENTER'S <br /> JJDP GRANT PROPOSAL <br /> WHEREAS, the ArtsCenter has indicated its intent to apply for federal grant <br /> funds for an arts program aimed at violence prevention among at-risk children <br /> aged 9 to 14, and <br /> WHEREAS, the ArtsCenter has requested that Orange County provide certain <br /> transportation and other support services during the second year of the <br /> proposed grant project, and <br /> WHEREAS, the Orange County Board of Commissioners supports the concept of <br /> increasing the availability of wholesome recreational and leisure activities <br /> for young people, <br /> NOW, THEREFORE, BE IT RESOLVED THAT the Orange County Board of Commissioners <br /> supports the ArtsCenter's proposed Juvenile Justice and Delinquency Prevention <br /> grant proposal and indicates its intent to provide reasonable transportation <br /> and administrative support to the project in its second year, if the project <br /> is approved and to the extent that the County is fully reimbursed by federal <br /> grant funds for its support. <br /> VOTE: UNANIMOUS <br /> V.
