LIBRARY EMPLOYEE TRANSITION TO ORANGE COUNTY EMPLOYEE STATUS <br /> Motion was made by Commissioner Insko, seconded by Commissioner <br /> Halkiotis to approve the following exceptions to the orange County Personnel <br /> Ordinance for the Library employees who will become Orange County employees <br /> as of March 1, 1993: <br /> 1. Permit such employees to transfer any accumulated unused annual <br /> leave hours to Orange County for use as Vacation Leave. <br /> 2. Provide that such employees receive credit for service as a <br /> permanent Hyconeechee Regional Library employee toward the <br /> following Orange County benefits: <br /> (a) Vacation Leave earning <br /> (b) Longevity Pay <br /> (c) Service Awards <br /> VOTE: UNANIMOUS <br /> C. PERMIT TO USE PYRO-TECHNICS DURING A CONCERT AT UNC SMITH CENTER <br /> Motion was made by Commissioner Insko, seconded by Chair Carey to <br /> approve and authorize the Chair to sign a fireworks permit for the University <br /> of North Carolina in Chapel Hill for January 30, 1993 . <br /> VOTE: AYES, 3; NOS, 2 (Commissioners Gordon and Halkiotis) <br /> D. COMMUNITY HEALTH ADVOCACY PROGRAM (CHAP) KELLOGG GRANT AWARD <br /> Motion was made by Commissioner Insko, seconded by Commissioner <br /> Halkiotis to (1) accept the grant funds from Kellogg via UNC School of Public <br /> Health to develop a Community Health Advocacy Program (CHAP) for the purpose <br /> of improving the health of minority populations in targeted communities, (2) <br /> establish time-limited positions for a full-time Health Educator I and a half- <br /> time Office Assistant and (3) authorize Orange County to enter into <br /> subcontracts with JOCCA and OCCHS. <br /> VOTE: AYES, 4 ; ABSTENTION, 1 (Chair Carey) (One of his programs will receive <br />
