11 <br />John Link reported on the three surveys he received. He will <br />take the two additional surveys he received tonight and produce a final <br />list of issues that the majority of the Board indicated they would like <br />to discuss. He will then meet with the Town Managers of Carrboro and <br />Chapel Hill to compile a master list which will go back to the governing <br />boards for approval before it goes to the next Assembly of Governments <br />meeting. <br />VIII. ITEMS FOR DECISION--REGIILAR AGENDA <br />A. integrated Solid Waste Plan--Scope of Work <br />John Link noted that the scope of work envisions a coordinated <br />effort among the LOG and staff, citizen solid waste committees, Duke <br />University and the consulting firm of Malcolm-Pirnie to produce Orange <br />County-specific recommendations to achieve the County's solid waste <br />management goals. The memorandum from Alan Rimer, LOG Chair and the draft <br />proposal for the scope of work outlined in detail the process planned for <br />development of the action plan. Another memorandum from Chapel Hill <br />Council Member Joyce Brown outlined a solid waste management plan based <br />on waste reduction. Commissioner Willhoit reported that the LOG supports <br />the Joyce Brown proposal and will include it in the scope of work. <br />There are four related aspects to the scope of work: <br />1. Work to be done by a consultant. <br />2. Work that could be done by the two formally appointed solid <br />waste committees as well as other citizens. The Chapel <br />Hill Solid Waste Reduction Committee and the Orange County <br />Solid Waste Committee now are working on waste reduction <br />and rural solid waste management issues respectively. <br />3. Work that could be done by Duke University as part of their <br />offer to assist the Landfill Owners Group with solid waste <br />reduction efforts. The cost for this work is unknown at <br />this time. <br />4. Work that could be done primarily by the Landfill Owners' <br />Group staff and local government staff. <br />After extensive discussion on the scope of work, the Board <br />agreed that the two reports should be combined to form the best proposal. <br />This proposal and the contract with the consultant will go to the three <br />governing boards for final approval. <br />Commissioner Gordon asked that the County Committee and the <br />Chapel Hill Committee on solid waste work together. This will be <br />coordinated by Wilbert McAdoo. Commissioner Willhoit feels the committees <br />can help with source reduction. <br />MAIN MOTION <br />Motion was made by Commissioner Gordon, seconded by <br />Commissioner Halkiotis to approve #2 and #3 with the staff doing <br />preliminary work on #3 and that the scope of work integrate the LOG and <br />Brown proposals and that the contract be brought back to the Board for <br />approval. <br />AMENDMENT TO THE MOTION <br />
