10 <br />finished, a recommendation will be made to the LOG of one or more sites. <br />The LOG will review the information and make a recommendation to the <br />governing boards. At the August 3, 1992 County Commissioners' meeting, <br />the Board will be asked to consider action to authorize the Town of Chapel <br />Hill to act on behalf of all LOG members in exercising the statutory <br />authority of the local governments to conduct testing of potential <br />landfill sites. <br />Chapel Hill Public Works Director Bruce Heflin and Butch Joyce <br />from Joyce Engineering answered various questions asked by the Board of <br />Commissioners. <br />The size of the lots was changed from the original acreage <br />because, after the legal boundaries were drawn, four of the sites lost <br />acreage and four gained acreage. This was done because some property <br />owners have indicated they would not sell just part of their acreage but <br />would be willing to sell the entire parcel. The size of the acreage is <br />not the deciding characteristic. This is a point of negotiation at the <br />time of acquisition. <br />It was explained that the size of the proposed site is based <br />on waste generation, amount of the land that can be used, amount needed <br />for buffers, etc. They want a landfill that will provide for longtime <br />disposal. They estimate the conceptual fill areas of the four sites as <br />300-450 for site 2, 100-200 for site 3, 350-400 for site 11 and 150-250 <br />for site 17. Onsite evaluation will help define what the fill area will <br />be. <br />Site 3 was discussed. Three-fourths of it is within 10,000 <br />feet of the Horace Williams Airport. The State will not allow a landfill <br />within 10,000 feet of the airport. There are 15 acres that would need to <br />be acquired for the present landfill to be designated contiguous with site <br />3. The Landfill Site Search Committee has not recommended this site <br />because there is no indication that the State will permit it. Also, there <br />is a major Duke Power transmission right-of-way on site 3. <br />It was stressed that Joyce Engineering would not be involved <br />in running the landfill. Their involvement will end when the landfill is <br />built. <br />Several questions about the onsite investigation were answered. <br />Joyce Engineering will walk over the property with the property owner to <br />locate the areas that will be tested. They will confirm the layout and <br />contour of the land. A forester will also evaluate the layout of the land <br />to try to minimize any damage from heavy equipment to vegetation. When <br />the actual drilling and digging operation is done, other people will be <br />involved from the State Department of Natural Resources. The engineering <br />firm anticipates less than six visits to each site. He explained exactly <br />what is involved in doing the testing and how they will make every attempt <br />to restore the area. <br />The location for testing will depend on accessibility and <br />location on the site. They will do nine test borings and 5 test pits on <br />site 2; nine test borings and 5 test pits on site 9; fourteen test borings <br />and eight test pits on site 11 and ten test borings and six test pits on <br />site 17. <br />B.
