`~i~ C <br />~~~_~ '~1 <br />~l <br />Commissioner Walker said he had contacted approximately ~ the Fire <br />Chiefs in Orange County concerning the survey about redistricting. . <br />He said the results were inconclusive but that he was working on it. <br />Commissioner Barnes announced the Golden Age Happy Circle Annual Lunch- <br />eon to be held on May 28 at 11:45 A.M.; ali staff is invited. <br />Agenda :Item 4: Orange Cou_nt~r Police Network Information <br />Network ~ ~ ~ '-'--' <br />Mr. Bobby Baker told the Board that this document was a requirement with <br />regard to anyone who had access to the PIN Terminal and that the Central Dis- <br />patch for Orange County was manned by civilians. He said a committee would <br />have the right to check a person's background before they were permitted access <br />to the PIN Terminal; the committee would be composed of law enforcement officers. <br />The Board instructed the County Attorney to strike number 2 under Article V, <br />saying it was inconsistent with Article 1 # 4. <br />The Board voiced concern over the policy change which this document in- <br />dicated with regard.to the County Manager's control over the hiring of County ':-- <br />.employees. Commissioner Willhoit moved to refer this document back to the <br />County Manager. Motion died for lack of a second. <br />The Board asked the County Manager, County Attorney, Personnel Director <br />and Mr. Baker to work together to iron out the details clarifying this addit- <br />ional step required for County Employees who worked in Central Dispatch. <br />Commissioner Gustavescn, moved to approve the proposal in concept contingent <br />upon the refinement of details by the four persons listed abo:~^ and to authorize <br />the Chair to write a levier stating the Board's approval. Gommissioner Whitted <br />seconded the motion. Vote: Ayes, 5; noes, 0. <br />Agenda Item 5: NACo Energy/Steering Committee Conference <br />Nla~,~ 10-12 <br />Mr. Rob Addelson, the new Energy Coordinator for Orange County, was ~:~- <br />troduced to the board. Commissioner Gustaveson moved to approve an advance <br />funding to send Mr. Addelson to the NACo Energy Steering Comu~ittee Gaiference <br />to be held in Minneapolis May 10-12, with the understanding that this expense <br />would be reimbursed by NACo; Commissioner Whitted seconded the motion. <br />Vote: Ayes, 5; noes, 0. <br />Agenda Ttem 6: Appeal of Frozen Positions <br />A.
