<br />9 <br />Health Director Dan Reimer provided information regarding optional <br />wastewater treatment systems in Orange County as well as related requirements <br />of the N.C. Division of Environmental Health for system reviews in management <br />entities. <br />Commissioner Willhoit questioned the design function and the <br />monitoring function being performed by the same person. Commissioner <br />Halkiotis expressed a need to educate the people about their low pressure <br />systems. <br />John Link noted that the program being recommended will be paid <br />for by the users. The County would provide the service for a fee. <br />Commissioner Gordon asked for additional discussion on Type IV <br />systems (low pressure pipe systems with a single pump) as to whether to <br />support the Board of Health's designation of the Health Department as the <br />management entity for Type IV systems. Also, it was decided that additional <br />discussion is needed on the fee schedule. <br />Motion was made by Commissioner Gordon, seconded by Commissioner <br />Willhoit to direct the staff to develop projected costs and a fee schedule <br />necessary to fully fund the monitoring and maintenance assurance program in <br />the context of the FY 92-93 budget ordinance and to direct the staff to <br />develop a draft agreement with DEM for the review of systems approved by DEM, <br />which will be considered in conjunction with the county engineer's report. <br />VOTE: UNANIMOUS <br />VIII. ITEMS FOR DECISION - REGULAR AGENDA <br />A. 1992-97 CAPITAL IMPROVEMENT PLAN (DISCUSSION) <br />This item was postponed to the next meeting. <br />B. ADVERTISEMENT FOR MAY 26. 1992 PUBLIC HEARING <br />Section 2.2.14.3 of Article 2 requires that principal amendments <br />to the Comprehensive Plan only be considered once each year at the quarterly <br />public hearing in February. <br />Motion was made by Commissioner Willhoit, seconded by Commissioner <br />Halkiotis to add to the public hearing for May 26 an amendment to the above <br />mentioned section in the Zoning Ordinance. <br />VOTE: AYES, 3; NOES, 1 (Commissioner Gordon) <br />Motion was made by Commissioner Halkiotis, seconded by <br />Commissioner Willhoit to rescind the above motion. <br />VOTE: UNANIMOUS <br />Motion was made by Commissioner Halkiotis, seconded by <br />Commissioner Willhoit to approve the Notice of Public Hearing for May 26, <br />1992 to include the consideration of amendments to Section 2.2.14.3 of <br />Article 2 and to delete CP-1-92 from the public hearing schedule. <br />VOTE: AYES, 3; NOES, 1 (Commissioner Gordon) <br />Motion was made by Chair Carey, seconded by Commissioner Halkiotis <br />to hold the public hearing on University Station on June 29, 1992. <br />VOTE: UNANIMOUS <br />
