<br />8 <br />opportunity for people to build houses. He urged the County Commissioners <br />to find another way to finance the schools. <br />JOE HERZENBERG read a prepared statement from Chapel Hill Mayor <br />Kenneth S. Broun regarding the Town Council's concern about the County's <br />proposed system of school impact fees. A copy of this statement is in the <br />Permanent Agenda File in the Clerk's Office. <br />Chair Carey announced that a second public hearing on school impact <br />fees will be held on May 26th, as part of the Regular Quarterly Public <br />Hearing. <br />D. ENO MOIINTAIN ROAD CLOSING AND A DECISION <br />A statement in support of giving title of the right-of-way of the <br />former Eno Mountain Road by Orange County to adjacent landowners was received <br />from Hervey McIver and is hereby entered into the record by reference. <br />The Board determined that the closing of this portion of Eno <br />Mountain Road is not contrary to the public interest and that no individual <br />will be denied access by the closing of this road. <br />Motion was made by Commissioner Halkiotis, seconded by <br />Commissioner Willhoit to adopt the order as presented which closes a portion <br />of Eno Mountain Road, formerly part of S.R. 1148. <br />VOTE: UNANIMOUS <br />E. EFLAND CDBG APPLICATION AND A DECISION <br />No public comments were made and the public hearing was closed. <br />Motion was made by Commissioner Willhoit, seconded by Commissioner <br />Halkiotis to authorize the submission of the Efland CDBG Application by May <br />15, 1992 and to authorize the Chair to sign the application document on <br />behalf of the Board upon approval by the County Attorney. <br />VOTE: UNANIMOUS <br />VII. REPORTS <br />A. JAIL INSPECTION REPORT <br />Motion was made by Commissioner Willhoit, seconded by Commissioner <br />Halkiotis to accept the jail inspection report for March 24, 1992 as <br />submitted. <br />UNANIMOUS <br />B. TRIANGLE FIXED GIIIDEWAY STIIDY <br />Triangle Transit Authority Director Jim Ritchie and County <br />Commissioner representative Shirley Marshall extended to the Board of County <br />Commissioners an invitation to a meeting of elected officials from the area <br />on June 22, 1992. <br />C. WASTEWATER TREATMENT SYSTEMS MANAGEMENT MONITORING AND <br />MAINTENANCE ASSURANCE PROGRAM <br />
