7 <br /> 1 disposal at the Orange Regional Landfill. The LOG needs to know if this is <br /> 2 acceptable so they can make a decision on their 1992-93 budget. If no ash <br /> 3 is to be received at the landfill in 1992-93, the general tipping fee will <br /> 4 need to be increased by approximately $3 per ton. <br /> 5 Commissioner Halkiotis stated that he prefers that this ash not <br /> 6 stay in Orange County. This is an opportunity to send the ash elsewhere. <br /> 7 He feels the people in this County are ready for mandatory recycling, large <br /> 8 tipping fees and waste reduction which will require a small efficient <br /> 9 landfill operation. He feels the University should take a lead in this <br /> 10 recycling effort. <br /> 11 Commissioner Willhoit emphasized that the University is prepared <br /> 12 to send their ash out of the County. This ash will not decrease the capacity <br /> 13 of the landfill. The LOG made this counter proposal which is composed of <br /> 14 $3. 00 actual cost and $10. 00 for the operating budget. Without the income <br /> 15 received from the disposal of ash, the tipping fee will need to be increased. <br /> 16 Commissioner Gordon stated she feels that other uses could be <br /> 17 found for the borrowed areas of the landfill. The larger tipping fee will <br /> 18 put pressure on people to reduce their amount of waste and reduce the amount <br /> 19 of land necessary for the landfill. <br /> 20 Commissioner Willhoit stated that the borrowed areas may be used <br /> 21 for construction materials. If the ash is put in the new landfill, it would <br /> 22 have to be placed in a separate cell. <br /> 23 Gayle Wilson, Landfill Manager, stated that it would be too costly <br /> 24 to put plain construction material in a lined landfill. By not accepting the <br /> 25 ash at the landfill it would not extend the landfill. <br /> 26 Chair Carey stated he is not convinced that if this proposal is <br /> 27 not approved that the tipping fee will have to be increased. If it is <br /> 28 increased, it may provide an incentive for more citizens to participate in <br /> 29 reducing their waste stream. <br /> 30 Commissioner Willhoit stated that the budget impact for the <br /> 31 landfill will be $250, 000 if the ash is sent elsewhere. He noted that until <br /> 32 a user fee is implemented, there is no way to reduce their expenditures. <br /> 33 Commissioner Halkiotis feels that the citizens would be supportive <br /> 34 of paying a service fee. Other things need to be done with the trash. He <br /> 35 asked for additional information on the landfill budget. <br /> 36 Commissioner Insko agreed that the waste flow needs to be reduced. <br /> 37 The County is behind on waste reduction. Her concern is with sending the ash <br /> 38 elsewhere instead of taking care of it in the county. She does not feel that <br /> 39 moving the problem to another area is solving the problem. <br /> 40 John Hartwell, former County Commissioner, expressed his concern <br /> 41 with lowering the fee for disposal of ash as an effort to keep the ash in <br /> 42 Orange County. He noted that the man on the street believes that the <br /> 43 borrowed areas can be used to lengthen the life of the present landfill. He <br /> 44 asked that the Board be clear about reduction of solid waste and put waste <br /> 45 stream reduction as the County's top priority. <br /> 46 Mark Marcoplos stated he feels there was a breakdown in <br /> 47 communications between the County and the University with regard to disposal <br /> 48 of ash. He is opposed to lowering the fee to keep the ash in Orange County. <br /> 49 Commissioner Willhoit clarified that the ash does not take any <br /> 50 space in the landfill that would ordinarily be used for garbage. About 25% <br /> 51 of the ash is lime and 10-20% is water. There is no daily cover required for <br /> 52 the ash because it packs like concrete. He reiterated that the Board voted <br />
