SPECIAL PRESENTATIONS -NONE <br /> 12 <br /> 13 VI. PUBLIC HEARING AND A DECISION - NONE <br /> 14 <br /> 15 VII. REPORTS <br /> 16 <br /> 17 A. COUNTY MANAGER'S RECOMMENDED CAPITAL IMPROVEMENTS PLAN <br /> 18 John Link presented an overview of the 1992-97 Capital Improvement <br /> 19 Plan and asked that the Board set a public hearing for April 21 to receive <br /> 20 public comment on this plan. Several questions from the Board were answered <br /> 21 by John Link and Rod Visser. Additional information was requested on the <br /> 22 cost of the GIS project and the fees that will be generated by a swimming <br /> 23 pool. Also, the Board asked for the total dollar amount of the impact on the <br /> 24 operating budget for 1992-93 and any dramatic change for future years. <br /> 25 With reference to recurring capital for the schools, Mr. Link <br /> 26 indicated he plans to recommend no increase in this allocation. However, the <br /> 27 money for roof repair will be part of the CIP instead of being included in <br /> 28 the recurring capital. <br /> 29 With regard to using part of the sales tax designated for capital <br /> 30 for operating expenses, the Board decided not to change their policy at this <br /> 31 time. <br /> 32 John Link indicated that after the public hearing on April 21, the <br /> 33 CIP will be placed on the May 4 agenda for discussion. He needs to know <br /> 34 which projects the Board wants included in the CIP because some have budget <br /> 35 implications. The CIP will be presented for adoption when the Board adopts <br /> 36 the annual budget. <br /> 37 It was the consensus of the Board to hold a public hearing on the <br /> 38 proposed CIP on April 21, 1992 . <br /> 39 <br /> 40 - <br /> 41 B. WITHDRAWAL OF PROPOSED ORDINANCE AMENDMENT - EFFICIENCY APARTMENTS <br /> 42 On August 6, 1990, the Orange County Board of Commissioners <br /> 43 approved a Zoning Ordinance definition amendment which allows greater <br /> 44 flexibility in the location of an efficiency apartment. Staff had <br /> 45 interpreted the definition of an efficiency apartment to include mobile homes <br /> 46 and modular units. The administration recommends that this proposed <br /> 47 amendment be withdrawn and the Board agreed. <br /> 48 <br /> 49 <br /> 50 C.
