P <br /> 4 <br /> • 1 WHEREAS, The Associated Public-Safety Communications Officers, Inc. , an <br /> 2 organization of nearly 10,000 people engaged in the design, <br /> 3 installation and operation of emergency response communications, <br /> 4 has set aside the week beginning April 12 , 1992 to recognize <br /> 5 Telecommunicators and their crucial role in the protection of life <br /> 6 and property; <br /> 7 <br /> 8 NOW, THEREFORE, we, the Orange County Board of Commissioners, <br /> 9 hereby proclaim the week of April 12-18, 1992 as "National Public <br /> 10 Safety Telecommunicators Week" in Orange County, North Carolina <br /> 11 in honor and recognition of our County's Telecommunicators and the <br /> 12 vital contributions they make to the safety and well-being of our <br /> 13 citizens. <br /> 14 VOTE: UNANIMOUS <br /> 15 <br /> 16 C. RESOLUTION - SCHOOL ENERGY COSTS <br /> 17 Chair Carey presented this resolution with the hope it sends a <br /> 18 message to Raleigh. <br /> 19 Commissioner Halkiotis stressed the importance of building energy <br /> 20 efficient facilities. <br /> 21 Commissioner Willhoit asked for updated information on the energy <br /> 22 consumption for all county facilities and all schools. He made reference to <br /> 23 a study done in the early 70's and noted that money was used to retrofit some <br /> 24 of the buildings to make them energy efficient. He wants the entire energy <br /> 25 cost for the cycle or life of a building. This information is needed as soon <br /> 26 as possible. <br /> 27 Motion was made by Commissioner Gordon, seconded by Commissioner <br /> 28 Halkiotis to approve the resolution for School Energy Costs as stated below: <br /> 29 <br /> 30 ORANGE COUNTY BOARD OF COMMISSIONERS <br /> 31 R E S O L U T I O N <br /> 32 REQUESTING THAT PUBLIC SCHOOL ENERGY COSTS AGAIN BE <br /> 33 TREATED AS A STATE FINANCIAL RESPONSIBILITY <br /> 34 <br /> 35 <br /> 36 WHEREAS, the 1991 North Carolina General assembly began the phase-out of <br /> 37 state funding for Public School Energy Costs; and <br /> 38 <br /> 39 WHEREAS, this action by the State of North Carolina places a new financial <br /> 40 responsibility of $356, 513 on Orange County local government and <br /> 41 $35, 984,481 in all 100 counties; and <br /> 42 <br /> 43 WHEREAS, sufficient notice was simply not provided to counties to prepare <br /> 44 for this new financial burden; and <br /> 45 <br /> 46 WHEREAS, the primary responsibility of financing Public School Energy Costs <br /> 47 has historically been provided by the State of North Carolina; and <br /> 48 <br /> 49 WHEREAS, the North Carolina General Statutes do not specify Public School <br /> 50 Energy Costs as a local responsibility; and <br /> 51 <br /> 52 NOW, THEREFORE, BE IT RESOLVED that the Orange County Board of <br />
