10 <br />1 is that there are no funds to build new facilities for the next five years. <br />2 He feels that the short term needs should be addressed in the next year and <br />3 after that the long term needs should be addressed to the year 2000. <br />4 Commissioner Willhoit noted that the architects could look at the <br />5 use of modular structures that might be moved and determine if this would be <br />6 cost effective. <br />7 Commissioner Insko stated that she is concerned about isolating <br />8 the long range plan from the short range plan because the short range plan <br />9 may not meet the needs in ten years. It is not her intent to stretch out <br />10 this process. <br />it Commissioner Halkiotis informed the Board that Jim Blackburn <br />12 informed him that the State is still not sure how the 200 million bond <br />13 approved by the voters two years ago will be used. This will depend on the <br />14 recommendation on the housing of misdeameanants. <br />15 It was decided after further discussion that the County Manager <br />16 would bring back a revised charge which will include the suggestions made by <br />17 the County Commissioners. <br />18 Motion was made by Commissioner Insko, seconded by Commissioner <br />19 Halkiotis to accept the recommendation of the selection committee to retain <br />20 Grier-Fripp Associates, Inc., authorize the Purchasing Director to negotiate <br />21 the contract within the parameters stated in the agenda abstract and <br />22 authorize the Chair to sign the contract, contingent upon Attorney and staff <br />23 review. <br />24 VOTE: UNANIMOUS <br />25 <br />26 D. E911LCAD CENTERLINE MAP CREATION <br />27 Rod Visser presented a change in the Agreement with IBM which will <br />28 provide for the creation of a centerline file at the outset of the project, <br />29 rather than later. County staff recommend the approval of this change in the <br />30 E911/GIS/CAD project which will provide powerful support for the dispatchers <br />31 at the beginning of their use of the new system, will assist in the work to <br />32 tie individual addresses to their ground location which will be usable in the <br />33 next step of development for the system, and will come from funds already <br />34 anticipated for this service. <br />35 Motion was made by Commissioner Willhoit, seconded by Commissioner <br />36 Insko to approve and authorize the Chair to sign the proposed change order <br />37 in the agreement with IBM in the amount of $6,700 and as outlined in the <br />38 Statement of Work in the agenda abstract. <br />39 VOTE: UNANIMOUS <br />40 <br />41 E. TRANSFER OF CAROLINA CABLE FRANCHISE FROM PRIME CABLE INCOME <br />42 PARTNERS L.P. TO CABLEVISION OF DURHAM INC. AND TIME WARNER <br />43 ENTERTAINMENT COMPANY, L.P. <br />44 John Link presented for the Board's consideration a request to <br />45 transfer the Carolina Cable TV Franchise. <br />46 In answer to a question from Commissioner Halkiotis about the <br />47 Cable System's ability to broadcast health and safety emergency information, <br />48 Bill D'Epagnier from Cablevision of Durham stated that there are a number of <br />49 different arrangements. The cable station has an emergency override system. <br />50 Also, the command office has the ability to go in and override all channels <br />51 and place an audio message on the air.
