WHEREAS, dramatic improvements in global relations have lessened the <br /> need for United States military expenditures to continue at present <br /> levels; and <br /> WHEREAS, the citizens of Orange County and the rest of the United <br /> States are in need of improvements in programs which provide education, <br /> housing, and medical care to the public; and <br /> WHEREAS, grants--in-aid to state and local governments have declined <br /> dramatically as evidenced by the 44 percent reduction in real dollars <br /> between fiscal 1980 and 1991; and <br /> WHEREAS, the United States is currently burdened by a crushing <br /> national debt which consumes over twenty-five percent of the federal tax <br /> dollar in interest payments alone; and <br /> WHEREAS, the elimination of the national debt and the provision of <br /> more human services should be the federal government's priorities; and <br /> WHEREAS, neither of the aforementioned goals can be achieved without <br /> the federal government reducing its military expenditures; and <br /> WHEREAS, the National Association of Counties adopted a resolution on <br /> July 16, 1991, supporting "reductions in defense spending to a level <br /> commensurate with improved global relations" and urging that "shifts in <br /> federal spending be allocated to deficit reduction and restoration of <br /> funding for critical domestic priorities"; <br /> NOW, THEREFORE, BE IT RESOLVED BY THE ORANGE COUNTY BOARD OF <br /> COMMISSIONERS that: <br /> 1. The federal government should reexamine its military <br /> expenditures toward the end of guaranteeing that all such <br /> expenditures are necessary to meet the threats now offered by <br /> other nations and that any unnecessary military spending be <br /> eliminated. <br /> 2. The federal government should assure that any savings derived <br /> from cuts in military spending be directed toward retiring <br /> the national debt and funding such domestic programs as <br /> education, environmental protection, infrastructure, housing, <br /> health care, social services, transportation, employment and <br /> job training, as well as assisting those industries, workers <br /> and communities most affected by military spending <br /> reductions. <br /> 3 .
