He <br /> indicated that this situation has been discussed at all of the Bin gham p Advi sory <br /> sory <br /> Council meetings. The consensus in Bingham 'p is that the fencing is l . <br /> and Local residents ugly, intrusive <br /> ,dents are passing the word to refuse trucks entry to their <br /> land if the of the visit is to install fencing. He also indicated that residents have <br /> made negative comments about 's diesel-pcwered boat taking what looks like 1 <br /> p easvre <br /> cruises on the lake. He indicated that this gives the ression that citizens <br /> � are being <br /> refused access and MASA is polluting the lake with diesel fuel and boating on the lake at <br /> %VOA's rate-payers expense. <br /> Ms. Herring assured Mr. Gustaveson and the citizens of Bingham Tcgoinship that OWASA <br /> has no intention of fencing the entire lake. They are fencing only those areas where p roblems <br /> of vandalism and/or illegal trespassing have occurred. She stated that the boat is necessary <br /> in order to patrol the reservoir, do possible activity, and haul seedlings s and other <br /> . tY I.ng <br /> work related activities. residents may be referring to tours of the lake given to elected <br /> officials. Because of the size of the reservoir, the water occasionally becomes and <br /> y very rough <br /> for safety reasons a boat of this size is necessary. <br /> Mr. Everett Billingsly, Executive Director of OWASA, reiterated what Ms. Herring <br /> stated and invited the Board of Gommissioners to tour the lake at their convenience. <br /> Commissioner Disko suggested that attend the Bingham ' <br /> meetings p Advisory Council <br /> lags in order to open the lines of cation with the residents in the Cane Creek <br /> Reservoir area and OWASA agreed to do so. <br /> B. BILLSBOROU311 COOPERATIVE FLAWING AGREEMEW <br /> The report was presented by Chairman Carey and received by the Board of <br /> Commissioners. <br /> The official signing of this agreement by Hillsborough and Orange County my is <br /> scheduled for Iskednesday, October 23, 1991 at 10:00 a.m. in the Hillsborough 'Dawn Hall. <br /> VIII. ITEMS <br /> A. EXTENDED AREA TEEENEINE SERVICE <br /> John Link presented this item. He reported on the options available to Orange <br /> County. On September 27, 1991 the North Carolina Utility commission denied the County's <br /> petition for Extended Area 'Telephone Service. <br /> Mr. Vic Knight, it of the Orange County Extended Area Telephone Service <br /> Committee spoke in support of the Cbunty using every avenue at its disposal to appeal this <br /> ruling. He stated that Orange County citizens very much are in support of this proposal. <br /> Dr. Greg Smith spoke in support of the extended area service for Orange County. He <br /> mentioned many of the hardships experienced by e County residents because of the limited <br /> calling areas. In particular, he mentioned the difficulties experienced by the customers of <br /> the Mebane Home Telephone System. <br /> Ms. Daryl McGuire spoke in support of the extended area service for Orange County. <br /> She is a custaTer of the Mebane Hare Telephone System and has a monthly bill of at least <br /> $250.00. <br /> Mr. Norm Gustaveson spoke in support of this improved telephone service. <br /> 1 <br />
