, <br /> 2 <br /> RESOLITI'IC N 91/92 <br /> BY <br /> ORANGE C OUNrY <br /> in North Carolina the Lead Regional Organizations, as voluntary organizations <br /> serving municipal and county governments, have established productive working relationships <br /> with the cities and counties across the state: and <br /> WHEREAS, many counties and cities continue to need assistance in pursuing economic and <br /> community develcciment opportunities, but federal assistance in the form of intergwernmental <br /> revenues has been severely curtailed in recent years; and <br /> the 1991 General Assembly reoagnized this need through the appropriation of <br /> $864,270 to help the Lead Regional Organizations assist local governnents with grant <br /> applications, economic development, caaaamunity development, and to support local industrial <br /> development activities and other activities as deemed appropriate by their local governments; <br /> and <br /> WHEREAS, these funds are not intended to be used for payment of ' dues or <br /> assessments to Lead Regional Organization or to supplant funds appropriated by the member <br /> governments; and <br /> in the event that a request is not made by a unit of government for release of <br /> these funds to our Regional Council, the available funds will revert to the State's General <br /> Funds; and <br /> in Region J funds in the amount of $48,015 will be used to carry out the <br /> economic development plan approved by the COG Board of Delegates and especially to improve the <br /> economy of the counties and tams of the Region by strengthening ties to and consequently <br /> benefits of the Research Triangle Park. <br /> NOW THEREFORE BE IT RESOLVED, that CRANGE COUNTY requests the release of its $6,408.07 <br /> share of these funds to the Triangle J Council of Governments at the earliest possible time in <br /> accordance with the provisions of Chapter 589, House Bill 83, Section 19 of the 1991 Session <br /> Laws. <br /> B. JAIL INSPECTION REECRE1 <br /> The Board received the jail inspection report for September 5, 1991. <br /> C. PIMPOSED CEASING OF THE ANIMAL CONIROL SATELLITE OFFICE IN SOUIHERN <br /> GRANGE <br /> In response to a question from Cannissioner Wilihoit, Elma Johnson indicated that <br /> most animal licenses are issued the mail. During the last two weeks of January the <br /> walk--in traffic inareases due to the approaching deadline for licensing of animals. The <br /> suggested closing is in response to limited resources, difficulty in finding an available port <br /> for the computer and low usage of the satellite office. <br /> The Board recorramended that the Southern Orange Animal Control satellite office be closed <br /> as of January, 1992. <br /> VOTE: UNANIMOUS <br />
