9 <br /> Program. He indicated that the present priority list would be used for <br /> one more year. At that time, it may be decided by the Transportation <br /> Board to do a new priority list. He listed the rural roads and the <br /> subdivision/residential roads that are scheduled for paving in 1991- <br /> 92. The anticipated allocation for Orange County amounts to $1,423,213. <br /> He stated they expect to receive additional funds and will adjust the <br /> schedule at that time. <br /> THE PUBLIC HEARING WAS OPEN FOR CITIZEN COMMENTS. <br /> MARGARET UNDERWOOD expressed a concern about the intersection <br /> of I-85 and Mt. Hermon Church Road. The trucks turn onto this road to <br /> avoid the scales on I-85 and the road is congested with trucks. Mr. <br /> Watkins will look into the situation. <br /> JAMES BUMPHUS expressed a concern about an unpaved road which <br /> has no speed limit sign. Mr. Watkins explained they do not put speed <br /> limit signs on unpaved roads. DOT and the County Engineer will look at <br /> the situation and report back to the Board. <br /> JAMES GENTRY spoke in favor of paving Carolina Loop Road. <br /> SIM EFLAND spoke in favor of paving Harmony Church Road, High <br /> Rock Road and North Oak Road. <br /> WITH NO FURTHER COMMENTS THE PUBLIC HEARING WAS CLOSED. <br /> Motion was made by Commissioner Willhoit, seconded by <br /> Commissioner Insko to approve the proposed 1991-92 Secondary Road <br /> Improvements Program as presented by NCDOT. <br /> VOTE: UNANIMOUS <br /> VII. REPORTS <br /> A. YOUTH SYMPOSIUM FINAL REPORT <br /> This report was given by Lucy Lewis. She indicated that the <br /> report includes the recommendation made by the Symposium participants, <br /> and briefly addresses the progress made on each recommendation. She <br /> gave a brief summary of the report and outlined the future plans to <br /> carry out the recommendations. <br /> Commissioner Gordon asked that one topic she would like to <br /> see addressed is the County's responsibility in meeting the needs of <br /> children and their families. She emphasized that there are very few <br /> activities for young adolescents. <br /> County Manager John Link clarified that this document is <br /> intended to be a set of guidelines on how the community can meet the <br /> needs of the youth. The implementation of this plan will not <br /> necessitate any new positions or programs for this next year. <br /> Motion was made by Commissioner Insko, seconded by <br /> Commissioner Willhoit to accept the final document which will be used <br /> by the various youth organizations including the County in setting <br /> priorities for continuing to coordinate and improve youth services. <br /> VOTE: UNANIMOUS <br /> B.
