4 <br /> applicants for Aid to Families with Dependent Children and <br /> Medicaid receive timely determination of eligibility; and, <br /> WHEREAS, the most recent Consent Order and Settlement Agreement <br /> signed by Legal Services and the State of North Carolina <br /> creates severe fiscal sanctions for Counties that fail to <br /> reach a certain point threshold on an arbitrary, process- <br /> oriented monitoring mechanism; and, <br /> WHEREAS, the most recent Consent Order and Settlement Agreement <br /> focuses on the process of determining eligibility rather <br /> than the results, creates unnecessary paperwork, and in <br /> effect, slows the eligibility process; and, <br /> WHEREAS, Orange County is committed to providing assistance to <br /> eligible applicants on a timely, accountable basis, <br /> NOW, THEREFORE, be it resolved that the Orange County Board of <br /> Commissioners: <br /> 1. Request that all parties involved in the Court Order <br /> enter into a cooperative effort to renegotiate and <br /> modify the most recent Consent Order and Settlement <br /> Agreement in a mutual effort to enhance humane, <br /> efficient, and timely service; <br /> 2. Request that program regulations derived from Federal <br /> Law, Court Order, and State policy be modified to <br /> simplify and speed the eligibility determination process <br /> and that any system adopted to monitor that process be <br /> designed to measure results rather than process; <br /> 3 . Declare that counties should participate as full <br /> partners in all future negotiations regarding this <br /> matter. <br /> VOTE: UNANIMOUS <br /> B. OLDER AMERICANS MONTH AND SENIOR CENTER WEEK <br /> Motion was made by Commissioner Halkiotis, seconded by <br /> Commissioner Gordon to approve the proclamations for Older American <br /> Month and Senior Center Week as stated below: <br /> PROCLAMATION <br /> WHEREAS, According to the latest population figures, there are more <br /> than 12,000 persons over 60 years of age in Orange County, <br /> and, <br /> WHEREAS, Orange County is proud of the older adults who live here and <br /> wishes to show appreciation for what they have contributed <br /> to their County, State and Nation; and, <br /> WHEREAS, All Orange County citizens enjoy the fruits of older persons <br /> and their labors and are inspired to continue to make Orange <br /> County a good place in which to live; and, <br /> WHEREAS, Orange County wishes to set aside a special month for <br /> recognition of the older segment of its citizenry; <br /> NOW, THEREFORE, We, the Orange County Board of Commissioners, join the <br /> Governor of North Carolina and the President of the United <br /> States in PROCLAIMING May, 1991 as OLDER AMERICANS MONTH and <br /> further, do encourage all citizens to join us in honoring <br /> our older Americans. <br />
