8 <br /> 1 NOW, THEREFORE, the Orange County Board of Commissioners, do hereby <br /> 2 proclaim October 14, 1990 as "Children's Day" in Orange <br /> 3 County and encourage all citizens to support the goals of the <br /> 4 Coalition and to join together to say "Kids Count in Orange <br /> 5 County. " <br /> 6 VOTE: UNANIMOUS <br /> 7 <br /> 8 Motion was made by Commissioner Marshall, seconded by <br /> 9 Commissioner Hartwell to approve an expenditure of a minimum of $100 for <br /> 10 the rental of Carrboro Elementary for the "Children's Day" program. <br /> 11 VOTE: UNANIMOUS <br /> 12 <br /> 13 B. CONSERVATION OF WATER <br /> 14 Paul Thames stated that on September 28, the water in Lake <br /> 15 Orange was 2 '5" below the spillway. He sent out letters and informed <br /> 16 all the members of the Eno River Water Users Group and the Division of <br /> 17 Water Resources that as of 3 : 00 p.m. on that day, their allocation had <br /> 18 been cut back to the 60 to 80% storage in Lake Orange figure and that <br /> 19 the Eno River instream flow would be decreased from 1. 1mgd to 650, 000 <br /> 20 gpd. <br /> 21 <br /> 22 Motion was made by Commissioner Marshall, seconded by <br /> 23 Commissioner Halkiotis to proclaim voluntary water conservation for <br /> 24 those who live in the County and are served by the Orange-Alamance and <br /> 25 the Town of Hillsborough water systems. <br /> 26 <br /> 27 PUBLIC PROCLAMATION <br /> 28 REGARDING USE OF WATER OBTAINED <br /> 29 FROM THE PUBLIC WATER SYSTEM <br /> 30 SUPPLIED BY THE ORANGE-ALAMANCE WATER SYSTEM, INC. AND <br /> 31 THE TOWN OF HILLSBOROUGH AND <br /> 32- FROM ANY RAW WATER SUPPLY WITHIN ORANGE COUNTY USED BY <br /> 33 THE ORANGE-ALAMANCE WATER SYSTEM, INC. AND <br /> 34 THE TOWN OF HILLSBOROUGH <br /> 35 <br /> 36 Pursuant to the provisions of the ORDINANCE PROVIDING FOR <br /> 37 THE CONSERVATION OF WATER DURING A WATER SHORTAGE, RESTRICTING THE USE <br /> 38 OF WATER AND WATER WITHDRAWALS, AND ALLOCATING AUGMENTED STREAMFLOW FROM <br /> 39 RESERVOIRS, I, Moses Carey, Jr. , Chair of the Board of County <br /> 40 Commissioners, having been provided with information that the water <br /> 41 level of Lake Orange is more than two feet, four inches below full do <br /> 42 hereby issue this PUBLIC PROCLAMATION declaring to all persons that a <br /> 43 stage II water shortage ALERT is now in effect applicable to users of <br /> 44 water from the public water system supplied by the Orange Alamance Water <br /> 45 System, Inc. and the Town of Hillsborough and from any raw water supply <br /> 46 within Orange County used by the Orange-Alamance Water System, Inc. , and <br /> 47 the Town of Hillsborough. The following voluntary water conservation <br /> 48 restrictions are now applicable: <br /> 49 1. Use shower for bathing rather than bathtub and limit <br /> 50 shower to no more than four (4) minutes. <br /> 51 2 . Limit flushing of toilets by multiple usage. <br /> 52 3 . Do not leave faucets running while shaving or rinsing <br />
