COUNTY ENGINEER' S REPORT ON HILLSBOROUGH'S NEW RESERVOIR <br /> 5 SITING PROCESS AND SEWER BOTTLENECK PROBLEM RESOLUTION, AND <br /> 6 ON THE CAMP NEW HOPE SEWER PROBLEMS <br /> 7 Paul Thames indicated that the Town of Hillsborough has <br /> 8 contracted for a study of potential sites for a small raw water <br /> 9 reservoir on the west fork of the Eno River. This report is scheduled <br /> 10 for completion by November 12 . With regard to the sewer bottleneck, <br /> 11 final resolution is expected by the middle of November. At Camp New <br /> 12 Hope, the County sanitarian determined that the conventional septic <br /> 13 system serving the camp dining hall has failed. They must have the <br /> 14 system repaired prior to the opening of the camp for the 1991 season. <br /> 15 The cost of a new repair field for the facility will cost an estimated <br /> 16 $85,000 which is comparable to what it would cost to hook onto the force <br /> 17 main for the New Hope Elementary School. The Camp has indicated that <br /> 18 they will try to solve their problem with an on-site waste disposal <br /> 19 system. <br /> 20 <br /> 21 B. REPORT ON PROCESS TO RESOLVE DISCRIMINATION COMPLAINTS <br /> 22 Chair Carey reported on the process for establishing <br /> 23 procedures for resolving discrimination complaints and problems. He <br /> 24 asked that the Board approve this concept before it is implemented. He <br /> 25 feels it important to have a clear procedure before accepting ar <br /> discrimination complaints. Albert Kittrell and the County Attorney, a . <br /> 27 needed, have been designated to work with the Human Relations Commission <br /> 28 to develop plans for the processing of complaints and training of <br /> 29 volunteers. <br /> 30 Jean Bolduc stated that the Human Relations Commissions has <br /> 31 been requested by the State to act as a satellite agent for collecting <br /> 32 data on hate crimes. The State will provide a procedure for logging <br /> 33 complaints. Step one would be that the Commission would receive a <br /> 34 complaint in writing with the person identifying themself. At that <br /> 35 point, it would be reviewed to determine if it should be handled by this <br /> 36 body or referred to another agency. The second step would be to gather <br /> 37 a response from the person against whom the complaint has been lodged <br /> 38 and to provide them an- opportunity to respond. They would then receive <br /> 39 the respondents answer and the original complaint in writing and then <br /> 40 make a determination as to whether or not there is merit to the <br /> 41 complaint and follow through accordingly. <br /> 42 <br /> 43 X. ITEMS FOR DECISION - REGULAR AGENDA <br /> 44 A. TAX REFUND REQUEST <br /> 45 Mr. William L. Hunt has requested a refund for the last five <br /> 46 years for tract #713637 stating the tax valuation has been too high <br /> 47 given the allowable use of this parcel of land. It is restricted and <br /> 48 can only be used as' open space. Mr. Hunt indicated he gave the lot to <br /> 49 the Town of Chapel Hill but a deed was never recorded. This request <br /> 50 does not meet the criteria in the statutes of a clerical error, an <br /> 51 illegal tax or a tax for illegal purposes. <br /> 52 NO ACTION WAS TAKEN <br />
