1 <br /> 2 MINUTES <br /> 3 ORANGE COUNTY BOARD OF COMMISSIONERS <br /> 4 SPECIAL MEETING <br /> 5 AUGUST 21, 1990 <br /> 6 <br /> 7 <br /> 8 <br /> 9 The Orange County Board of Commissioners met in Special Session <br /> 10 at 5:45 p.m. on August 21, 1990 in the Courtroom of the old Post Office <br /> 11 in Chapel Hill for the purpose of holding a work session to discuss the <br /> 12 proposed Government Service Building. <br /> 13 <br /> 14 BOARD MEMBERS PRESENT: Chairman Moses Carey, Jr. , and <br /> 15 Commissioners Stephen Halkiotis, John Hartwell, Shirley Marshall and Don <br /> 16 Willhoit. <br /> 17 STAFF PRESENT: County Manager John M. Link, Jr. , Clerk to the <br /> 18 Board Beverly A. Blythe, Register of Deeds Betty June Hayes, Purchasing <br /> 19 Director Pam Jones and Budget Manager Rod Visser. <br /> 20 w <br /> 21 Discussion ensued on the different scenarios as presented by the <br /> 22 architects for the proposed Government Service Building. <br /> 23 <br /> 24 It was decided that the large meeting room would not be pursued <br /> 25 at this time. Instead there will be one or two smaller meeting rooms <br /> 26 with the remainder of the square footage distributed to the offices <br /> 27 scheduled for that building. The architects will review the renovation <br /> 28 costs of the Tax and Records Building in an effort to decrease the <br /> 29 projected cost. <br /> 30 <br /> 31 The benches in the Old Courthouse will be looked at in an effort <br /> 32 to make the seating more comfortable. <br /> 33 <br /> 34 The Board indicated a decision needs to be made about including <br /> 35 a meeting room in the proposed southern human services building and if <br /> 36 the County plans to continue holding one meeting a month in Chapel Hill. <br /> 37 <br /> 38 The architects presented several ideas for parking for the new <br /> 39 building as well as increased parking for all the buildings in this <br /> 40 area. It was the consensus of the Board that some type of a parking <br /> 41 deck should be explored. John Link advised the Board that the <br /> 42 Hillsborough Chamber of Commerce would like for the County and the Town <br /> 43 of Hillsborough to meet and discuss parking initiatives. <br /> 44 <br /> 45 Pam Jones briefly outlined the plans for the space in the <br /> 46 existing Court Street Annex. The offices in the Sawyer Building would <br /> 47 be relocated to this building as well as provisions made for a business <br /> 48 education center.
