Mr. Gledhill said the EMC would be required to sign a loyalty <br />oath. <br />Commissioner Gustaveson moved to accept the Manager's Report and approve <br />the Civil Preparedness part specifying Bobby Baker Emergency Management <br />Coordinator of Orange County; Commissioner Whitted seconded the motion. <br />Vote: Ayes, 5; noes, 0. <br />Commissioner Barnes said she had received a request from the Human <br />Services Advisory Council to review the transportation report; Commissioner <br />Whitted said he concurred in the request. <br />The County Manager told the Board deadlines for 16 -B -2 grant applications' <br />is April. 17; 1981. <br />Joe Bradshaw and'Rich Miller, responding to the Board's questioning, <br />said the budget cited within the report was a minimum budget and the County <br />was already spending that much; further, some of the routes are duplicated <br />and more cooperation among the agencies is needed. - <br />Mr. Wes Hare, Mr. Jerry Passmore and Mr. Bill Baxter spoke to the Board <br />citing questions which should considered; i.e., capital equip, ment replace- <br />ment responsibility, true availability of 16 -B -2 funds, and responsibility <br />for continuing the program after the grants cease. <br />The Board did refer this report to the HSAC for its review and re- <br />commendation back to the Board of Commissioners as soon as possible. <br />Agenda Item 11• The Plannincl Board Recommends the Board of <br />Commissioners A rove Jamasa Subdivision <br />With Plan Staff Recommen ations. <br />The Planning Director made the presentation to the Board for the Plann- <br />ing staff. Mr. Hogue spoke for the developers . Some of the Board ex- <br />pressed opinions that the Town of Hillsborough should be hearing this <br />request, not the Board of Commissioners, since this is Hillsborough's <br />extraterritorial planning area. <br />Commissioner Willhoit moved to approve this subdivision incorporating <br />planning staff recommendations #1, #3, #4 (with a modification of the fire <br />hydrant requirement) and #5; and a modification of #2 to the extent that <br />
