3 <br /> purpose of providing a franchise for ambulance service is not necessarily to produce cost <br /> savings, the long term benefits of having the franchise is to improve ambulance service to the <br /> entire community and to allow better use of existing resources. <br /> RECOMMENDATION(S): The Manager recommends that the Board: <br /> 1. Approve on first reading the granting of a franchise for a five year term to Johnston <br /> Ambulance Service, Inc. for Basic Life Support Convalescent Transport Services and <br /> Emergency Services. <br /> a. Convalescent Transport Services <br /> • Basic Life Support Transport Services <br /> b. Emergency Services <br /> • Basic Life Support Transport Services <br /> 2. Approve the Franchise Agreement under which Johnston Ambulance Service, Inc. will <br /> operate during the five year period of franchise, and that as a condition of the <br /> Franchise, JAS enter into an Operations Agreement with Orange County within 90 days <br /> to provide for the daily operational functions of JAS as it works within the Orange <br /> County Emergency Services System; and <br /> 3. Authorize the Emergency Management Director to negotiate the Operations Agreement <br /> with JAS and the County Manager to sign the Agreement after review by the County <br /> Attorney or his staff. <br />
