1 <br /> ORANGE COUNTY <br /> BOARD OF COMMISSIONERS <br /> ACTION AGENDA ITEM ABSTRACT <br /> Meeting Date: April 6, 2010 <br /> Action Agenda <br /> Item No. n <br /> SUBJECT: Orange County Speedway 2010 EMS Coverage Contract <br /> DEPARTMENT: Emergency Services PUBLIC HEARING: (YIN) No <br /> ATTACHMENT(S): INFORMATION CONTACT: <br /> 2010 Speedway Contract with Exhibits Kim Woodward, 245-6100 <br /> • 2010 Speedway Schedule <br /> 2010 Fee Schedule <br /> PURPOSE: To ensure public safety at public events at the Orange County Speedway by <br /> contracting with the orange County Speedway management for the provision of Emergency <br /> Medical coverage at events. <br /> BACKGROUND: Staff has been working with management of the orange County Speedway to <br /> develop a plan for emergency medical coverage at the Speedway which meets both the <br /> County's public safety requirements and the Speedway's economic interests. The attached <br /> contract has been reviewed, approved, and signed by the Speedway management. <br /> The 2009 Speedway season was successfully covered by Emergency Medical Services. The <br /> County received prompt payment from the Speedway management totaling $14,371 in collected <br /> cost recovery. <br /> There are approximately 16 events scheduled this season that require EMS coverage. As <br /> stated in the Contract, the County agrees to provide emergency care providers (either directly or <br /> through subcontractors) certified at the Emergency Medical Technician and/or Paramedic level <br /> for these scheduled events. The coverage will consist of two ambulances (one with two EMT's <br /> to cover the grandstand and one with one EMT and one Paramedic to cover the infield). <br /> Additional coverage will be negotiated at the time of need based upon anticipated attendance or <br /> anticipated risk. <br /> The Speedway will submit payment (as outlined in the attached Exhibit B Fee Schedule) to the <br /> p Y <br /> County no later than 72 hours after receipt of an invoice from the County. <br /> FINANCIAL IMPACT: The fee Schedule in Exhibit B reflects full cost recovery at the average <br /> position salary and should offset the personnel and vehicle use costs. Speedway coverage has <br /> an impact on the administrative workload for both the Emergency Services and Revenue <br /> Departments. <br />
