6 <br /> 1 WHEREAS, spayed and neutered animals are less likely to have certain health problems or <br /> 2 exhibit certain undesirable behaviors that can create community-wide problems and use <br /> 3 community resources; and <br /> 4 <br /> 5 WHEREAS, the problem of pet overpopulation costs the taxpayers of Orange county hundreds <br /> 6 of thousands of dollars annually through animal control and sheltering programs aimed at <br /> 7 coping with the unwanted and homeless cats and dogs; and <br /> 8 <br /> 9 WHEREAS, humane societies and shelters throughout the country have to euthanize <br /> 10 approximately four million cats and dogs each year, although many of them are healthy and <br /> 11 adoptable, due to lack of critical resources such as money, space, and good adoptive homes; <br /> 12 and <br /> 13 <br /> 14 WHEREAS, the Animal Services Advisory Board and the Animal Services Department have <br /> 15 made correcting pet overpopulation a priority, and prepared Managing Pet overpopulation: A <br /> 16 Strategic plan for orange County, and <br /> 17 <br /> 18 WHEREAS, the County has established a Community Spay/Neuter Fund to address the issue <br /> 19 of pet overpopulation in the county; and <br /> 20 <br /> 21 WHEREAS, spaying and neutering cats and dogs, among other animal companions, has been <br /> 22 shown to drastically reduce overpopulation; and <br /> 23 <br /> 24 WHEREAS, Animal Services has partnered with AnimalKind and the Department of Social <br /> 25 Services to offer "low cost" and "no cost" spay and neuter through The $20 Fix in Orange <br /> 26 County; and <br /> 27 <br /> 28 WHEREAS, veterinarians, animal care and control organizations, national and local animal <br /> 29 welfare organizations, and private citizens work together each year to ensure the spaying or <br /> 30 neutering of thousands of companion animals through "Spay Neuter Day USA"; and <br /> 31 <br /> 32 WHEREAS, veterinarians, animal care and control organizations, national and local animal <br /> 33 welfare organizations, and private citizens have joined together again this year to advocate and <br /> 34 support the spaying and neutering of companion animals on "Spay Day LISA 2010;" <br /> 35 <br /> 36 Now, Therefore Be It Resolved by the Orange County Board of commissioners that February <br /> 37 231 2010 is declared "Spay Neuter Day USA", and the Board of County Commissioners calls <br /> 38 upon the people of the County to observe the day by having their own cats or dogs spayed or <br /> 39 neutered or by sponsoring the spaying or neutering of another person's cat or dog. <br /> 40 <br /> 41 THIS THE 16th DAY OF FEBRUARY, 2010. <br /> 42 <br /> 43 4. consent Agenda <br /> 44 A motion was made by Commissioner Hemminger, seconded by Commissioner Jacobs <br /> 45 to approve those items on the consent agenda as stated below, with the exception of item 4-g, <br /> 46 which was pulled at the beginning of the meeting. <br /> 47 a.
