8 <br /> 1 Frank Clifton said that they have had these discussions and people recognize that <br /> 2 Orange County has weaknesses. <br /> 3 . Commissioner Yuhasz asked who would start this process and Commissioner Jacobs <br /> 4 said that it could be brought up at an Assembly of Governments meeting. Also, the Managers <br /> 5 could be directed to discuss it. Another option would be to suggest a steering committee to <br /> 6 develop a plan. The Orange County Economic Development Director would make that <br /> 7 suggestion. <br /> 8 <br /> 9 Adult Care Home Community Advisory Committee and the Nursing Home <br /> 10 Community Advisory Committee: <br /> 11 Chair Foushee asked if this was something that could be done— merging these two <br /> 12 committees--and Frank Clifton said that he would have to research this. <br /> 13 Commissioner Hemminger said to ask the same questions about the pros and cons. <br /> 14 <br /> 15 Information Technology Advisory Committee: <br /> 16 Commissioner Yuhasz said that he had the ITAC discuss the possibility of the sunset of <br /> 17 this committee and the focus has been to a large degree on technical things. He thinks that <br /> 18 there should be a broader viewpoint on what information technology is and what it can bring to <br /> 19 the County. He thinks that the committee recognizes that it needs to provide advice along <br /> 20 those lines. There is a need for information technology advice. He said that the members do <br /> 21 not really know their charge or the history of the committee. <br /> 22 Commissioner Gordon said that, as technology has evolved, the County created this <br /> 23 committee to help with expertise since staff did not have that much expertise. <br /> 24 Commissioner Jacobs said that he strongly agrees with Commissioner Yuhasz and that <br /> 25 this committee should focus on emerging technologies. He also thinks that there should be <br /> 26 some association with the Economic Development function--either a subcommittee or joint <br /> 27 meetings periodically with the EDC. <br /> 28 Commissioner Yuhasz said that this committee is interested in continuing, but it needs <br /> 29 more focus. <br /> 30 Commissioner Gordon spoke in support of the emerging technologies focus. <br /> 31 Commissioner Pelissier said that the question is where this group belongs since the IT <br /> 32 Director is focused on internal technology functions. She suggested that it might belong more <br /> 33 under Economic Development. <br /> 34 <br /> 35 Personnel Hearing Board: <br /> 36 Commissioner Gordon asked what this does and Frank Clifton said that it reviews <br /> 37 personnel decisions that the Manager makes and then advise the Manager. <br /> 38 Human Resources Director Michael McGinnis said that this board has met once in the <br /> 39 last ten years. It is in the Personnel Ordinance and it is the last step in a grievance process. <br /> 40 Chair Foushee said that she would feel uncomfortable if there was not a Personnel <br /> 41 Hearing Board. <br /> 42 Commissioner Yuhasz asked if it could be appointed as needed and Frank Clifton said <br /> 43 that there is a timing issue. <br /> 44 Commissioner Jacobs agreed with Chair Foushee. <br /> 45 Frank Clifton said that employees still have a process through the courts. <br /> 46 Chair Foushee said that this is not about the Manager, but about due process. <br /> 47 Commissioner Hemminger said that the County Commissioners could be the Personnel <br /> 48 Hearing Board. <br /> 49 Commissioner Nelson said that it would not be appropriate for the County <br /> 50 Commissioners to be the Personnel Hearing Board. Frank Clifton agreed. <br />
