The Assistant County Manager told the Board it .had no choice but to de-obligate these funds. Commissioner Barnes noted that it was un- fortunate that the County had to return these first quarter funds.be- cause the first quarter is a time of gearing up. Agenda Item 16: The Ma n_ alter Recommends The Board Authorize I~ir7n the New Ener ~ Coordinator at Ste ,Grade 63. The Manager said he recommended the higher step because the individual exceeded the requirements for the jab and had indicated he/she would not accept the job far less. Commissioner Whitted moved to authorize the hiring of the new Energy Coordinator at Step 4, Grade 63; Corrunissioner Gustaveson seconded the motion. Vote: ayes, 5; noes, D. The Board recessed fora News Conference on the Property Revaluation in Orange County. The Bvard reconvened after the news conference with all members pre- sent. Commissioner Gustaveson asked that the Board be available for vol- unteer service to the Center for Public Television from 5 p.M, till 9 P.M. on March 15; some County staff also volunteered. ~ Agenda Item 12 Consideration of a Pro osed Flood Plain~° Ordinance. Mr. Luce, of planning staff, made the presentation to the Board, say- ing the County Attorney had reviewed the Ordinance. Mr. Post, an Engineer, spoke opposing the Ordinance as submitted (see page Sys of this book for I a copy of his objections, as outlined). After much dis-
