8 <br /> VOTE: UNANIMOUS <br /> VII. REPORTS <br /> A. STATUS REPORT - OPPORTUNITY FOR FAMILIES GRANT <br /> Albert Kittrell presented to the Board a brief report on the <br /> information contained in the Families Fund (OFF) proposal. The deadline <br /> for submitting this grant is August 1, 1991. Orange County's proposal <br /> is based on the conviction that the key to breaking the cycle of poverty <br /> is to improve the opportunities for young males to lead productive and <br /> economically self-supporting lives. The County Commissioners made <br /> several suggestions that will be incorporated into the document. This <br /> proposal will be reviewed several times before the August 1st deadline. <br /> However, the strategies and major components will not be revised. The <br /> Board will have an opportunity to review and comment on the final <br /> proposal before it is submitted. John Link indicated that a decision <br /> will need to be made after this program has been in operation for two <br /> years to determine if it is a program the Board wants to continue after <br /> the funding ends. <br /> B. ORANGE COUNTY DOMESTIC VIOLENCE COORDINATION PROJECT <br /> John Link presented for information only a report concerning <br /> the current status and impact on the community of the new Domestic <br /> Violence Project and the services it provides through the coordinator <br /> to victims. Jan Stone, the Domestic Violence Coordinator, answered <br /> various questions from Board members. <br /> VIII. ITEMS FOR DECISION - REGULAR AGENDA <br /> A. ADOPTION OF 1991-92 BUDGET <br /> This item was presented for the Board's consideration to adopt <br /> the 1991-92 Budget Ordinance, Capital Project Ordinances, and Grant <br /> Project Ordinance. <br /> A motion was made by Commissioner Willhoit, seconded by <br /> Commissioner Carey, to adopt the 1991-92 Orange County budget ordinance <br /> as presented and on file in the Permanent Agenda File in the Clerk's <br /> Office. The budget for 1991-92 totals $ 50,935, 148. The tax rate <br /> levied for the fiscal year 1991-92 countywide is hereby set at 80.5 <br /> cents per $100 of assessed valuation. In addition to this special <br /> district tax rates are levied as follows: <br /> Cedar Grove 7.00 <br /> Chapel Hill 3. 10 <br /> Damascus 5.60 <br /> Efland 3.00 <br /> Eno 6.20 <br /> Little River 4.40 <br /> New Hope 5.70 <br /> Orange Grove 5.00 <br /> Orange Rural 4.00 <br /> South Orange 8.00 <br />
