AN ACT TO AMEND SECTIONS 17.1 AND 18.1 OF CHAPTER 460 OF THE <br /> 1987 SESSION LAWS TO MAKE AN IMPACT FEE ORDINANCE ADOPTED BY ORANGE <br /> COUNTY, INSOFAR AS IT RELATES TO CAPITAL IMPROVEMENTS FOR PUBLIC <br /> SCHOOLS, APPLICABLE TO ALL DEVELOPMENT THAT OCCURS WITHIN THE COUNTY <br /> INCLUDING DEVELOPMENT THAT OCCURS WITHIN THE CORPORATE LIMITS AND THE <br /> EXTRATERRITORIAL PLANNING JURISDICTION OF ANY CITY, TOWN OR OTHER <br /> MUNICIPAL CORPORATION LOCATED WITHIN ORANGE COUNTY. <br /> 7. AN ACT TO AUTHORIZE ORANGE COUNTY TO LEVY AN OCCUPANCY TAX <br /> WITH THE EXPRESS AUTHORITY FOR THE USE OF SOME OF ITS PROCEEDS FOR A <br /> COUNTY VISITORS' BUREAU. <br /> 8. AN ACT ADDING ORANGE COUNTY TO THOSE COUNTIES AUTHORIZED BY <br /> CHAPTER 651 OF THE 1989 SESSION LAWS OF THE GENERAL ASSEMBLY OF NORTH <br /> CAROLINA TO REGULATE TRESPASSING TO HUNT OR FISH ON PRIVATE LANDS BY <br /> LOCAL ORDINANCE. <br /> 9. A LOCAL BILL ENABLING ORANGE COUNTY TO ADOPT A HUMAN/CIVIL <br /> RIGHTS ORDINANCE FOR ORANGE COUNTY. <br /> BE IT FURTHER RESOLVED that the Board authorizes the County <br /> Attorney to prepare a draft bill enabling Orange County to adopt a <br /> Human/Civil Rights Ordinance for transmittal with this resolution. <br /> VOTE: UNANIMOUS <br /> Motion was made by Commissioner Halkiotis, seconded by Chairman <br /> Carey to approve the resolution for local legislation as stated below: <br /> BE IT FURTHER RESOLVED THAT THE BOARD OF COMMISSIONERS OF ORANGE <br /> COUNTY requests its legislative delegation to support: <br /> 1. the need for a permanent, stable revenues source instead of <br /> the present appropriations to reimburse local governments for past <br /> repeal of other local revenues; <br /> 2 . state-wide enabling legislation authorizing local option <br /> revenues including admissions, real estate transfer, occupancy <br /> (hotel/motel) and the extension of local sales taxes to the purchase of <br /> autos, boats and planes; <br /> 3 . more frequent distribution of local sales tax proceeds or <br /> payment of interest for the period that they are held by the state; <br /> 4. state adherence to a schedule of timely payments of sales tax <br /> proceeds to county governments in compliance with state fiscal policy; <br /> 5. the need for a revenue source to support the Triangle Trans- <br /> portation Authority; and <br /> 6. state-wide legislation to encourage recycling of beverage <br /> containers through deposit and refund requirements. <br /> VOTE: UNANIMOUS <br /> B. ARCHITECT RECOMMENDATION - EFLAND CHEEKS COMMUNITY CENTER <br /> AND PARK <br /> Motion was made by Commissioner Halkiotis, seconded by <br /> Chairman Carey to approve and authorize the Chair to sign the contract <br /> with Lucy Carol Davis Associates for architectural services at the <br /> Efland-Cheeks Community Center and Park. <br /> VOTE: UNANIMOUS <br />
