9
MIKE FOUST stated he feels the laws should be enforced that are
already on the books instead of adding more laws.
GEORGE MANOR stated he is a coon hunter. He does not support the
proposed local legislation. He does like to spotlight. He feels that
solving the problem would be to get Mr. Lester some help for
enforcement. He feels the hunters should be protected from the
landowners. He has had three dogs shot at by people when animals went
onto private property.
Commissioner Willhoit indicated that this ordinance would give
Mr. Lester some help because it would be enforceable by the Sheriff.
Chairman Carey stated that these changes in the law will be a
help to the Wildlife Commissioners and the Sheriff because the law will
help them to distinguish the hunters who are acting illegally from those
who are not. He stated the Board will consider appointing a group to
help facilitate and develop other ways to address problems that the
ordinance does not address.
MARK CHAPMAN, 17 years old, enjoys spotlighting. He wants to be
able to continue with this practice. With reference to people having
permission to hunt on someone's property, he suggested that the hunting
clubs hire someone and train them to help Mr. Lester.
KEN WHITLOW, Vice-President of the Eno River Coon Hunting Club,
stated that the written permission will hinder club members because four
times a year they have night hunts with guests from as far away as
Virginia who come here to hunt.
BRYAN REESE feels deer hunters are the ones that do illegal
poaching. He feels the ordinance would help the Wildlife Officer if
spotlighting was restricted to deer hunters and to deer hunting season
with it being allowed the remainder of the year at 11:00 p.m.
THE PUBLIC HEARING WAS HELD OPEN TO THE NEXT MEETING TO RECEIVE
ADDITIONAL WRITTEN COMMENTS. The Board at that time will decide what
they will send forward in the form of a recommendation to the Wildlife
Commission and the local delegation.
IX. REPORTS
A. EDC STRATEGIC PLAN RECOMMENDATIONS
The Target Advisory Group (TAG) was created with the adoption of
the EDC Strategic Plan. Their primary mission was to study and make
recommendations on the appropriate types and locations of new businesses
for Orange County. Lindsey Efland, Chairman of the TAG, gave a summary
of this report which had been unanimously adopted by both the TAG and
the EDC.
The County Commissioners agreed to refer this report to the joint
group made up of EDC and Planning Board members for them to review and
