6 families and individuals looking for rental property. There is very
little rental property in Hillsborough and very little affordable rental
property. She feels the location of this project will allow people to
go both east and west and not through downtown Hillsborough. The site
plan review has been received from the Town of Hillsborough with some
conditions attached. They are ready to proceed with meeting those
conditions and getting the zoning they need. She asked that the Board
support this proposal.
MARY ANN LOREMAN spoke on behalf of OCIM in support of the
Whitted Forest project. She feels the available services for the
residents are important to many families and in particular to single
head of households. The inadequate housing for lower to middle income
groups is an urgent issue in the society today and a problem that
belongs to everyone. She stated that when she suffered a back injury
that most of her immediate needs could be met except for affordable
housing.
THERE BEING NO FURTHER COMMENTS, THE PUBLIC HEARING WAS CLOSED. Tara
Fikes will develop a proposal to be brought back to the Board.
B. SPOTLIGHTING AND HUNTING OR FISHING ON PRIVATE PROPERTY
County Attorney Geoffrey Gledhill gave an overview on these
two hunting issues. This public hearing is being held to receive
comments on proposed local legislation to change the statutes which
would prohibit spotlighting and give the County the authority to enact
a local ordinance requiring the hunter or fisherman to have written
permission in their possession to hunt or fish on private property that
is posted. This will help to make the enforcement of the present law
possible.
THE PUBLIC HEARING WAS OPEN FOR CITIZEN COMMENTS.
CARL WALTERS who lives on Highrock Road noted two problems. The
first is that the hunters take two months for spotlighting to identify
the best sights and second the hunters feel that their State license
allows them to hunt any place and sometimes they have very little
respect for the property owners' property. He supports this proposed
legislation and feels it could prevent some of the hostilities that have
taken place in the past. He explained his particular situation. There
is a problem with the ten acre lots in that the hunters let their dogs
run on his property and then across other property. He asked if they
had to have their property posted. Mr. Gledhill stated that regardless
of the size of the lot, the land would have to be posted. Mr. Walters
continued stating that ninety percent of the time these are hunters from
outside the County. One hunter shot nineteen times at a doe out of
season from the road right-of-way. He asked if he would be permitted
to spotlight on his own property and Mr. Gledhill indicated spotlighting
would be prohibited on all property in Orange County. He stressed that
most of the problems are created by out-of-county hunters.
PHILIP PANNELL is a coon hunter and a landowner in Cedar Grove.
