4 <br /> history of the Nation by providing the majority of the <br /> volunteer labor force of the Nation; <br /> WHEREAS, American women were particularly important in the <br /> establishment of early charitable, philanthropic, and <br /> cultural institutions in our Nation; <br /> WHEREAS, American women of every race, class, and ethnic background <br /> served as early leaders in the forefront of every major <br /> progressive social change movement; <br /> WHEREAS, American women have been leaders, not only in securing their <br /> own rights of suffrage and equal opportunity, but also in the <br /> abolitionist movement, the emancipation movement, the <br /> industrial labor movement, the civil rights movement, and <br /> other movements, especially the peace movement, which create <br /> a more fair and just society for all; and <br /> WHEREAS, despite these contributions, the role of American women in <br /> history has been consistently overlooked and undervalued, in <br /> the literature, teaching and study of American history; <br /> NOW, THEREFORE, do we, the Commissioners of Orange County, proclaim the <br /> month of March, 1991 as Women's History Month and commend <br /> this observance to Orange County citizens. <br /> VOTE: UNANIMOUS <br /> C. PROCLAMATION FOR MENTAL RETARDATION MONTH <br /> Motion was made by Commissioner Halkiotis, seconded by <br /> Commissioner Gordon to approve the proclamation as stated below: <br /> PROCLAMATION <br /> WHEREAS, Orange County has shown a dedicated effort to provide quality <br /> services and support to the more than 2,700 Orange County <br /> citizens who have mental retardation and their families; and <br /> WHEREAS, it is vital to continue the efforts of Orange County and the <br /> Association for Retarded citizens of Orange County to develop <br /> and provide services to meet the needs of those in our <br /> community who are affected by developmental disabilities; and <br /> WHEREAS, for twenty-five years the Association for retarded Citizens <br /> of Orange County has promoted awareness of the needs and <br /> abilities of persons with developmental disabilities; and <br /> WHEREAS, the Association for Retarded Citizens of Orange County works <br /> closely with Orange County, Orange County schools, Orange- <br /> Person-Chatham Mental Retardation/Developmental Disabilities <br /> Services, and Orange Enterprises to develop and provide <br /> services and programs necessary to meet the needs of members <br /> of our community who have developmental disabilities; and <br /> WHEREAS, the dedication and hard work of these organizations have and <br /> will continue to make Orange County a good place for people <br /> with developmental disabilities to learn, live, work and <br /> play. <br />
