2 <br /> Chairman Carey asked Mr. Gledhill to draft the occupancy tax <br /> proposal and the Board would decide after they meet with Chapel Hill <br /> whether or not it will be submitted. <br /> John Link reported on two zoning cases involving civil penalties. <br /> Christy B. Merritt and Carl Swanson both have made significant progress <br /> in cleaning up their property. He recommended they be allowed another <br /> month to bring their property into compliance. There was a consensus <br /> to allow these two property owners an additional 30 days. Commissioner <br /> Insko asked that a review of this process be made an agenda item in the <br /> near future. <br /> III. ADDITIONS OR CHANGES TO THE AGENDA <br /> A proclamation declaring March to be Mental Retardation Month <br /> was added as item VI-C. <br /> IV. AUDIENCE COMMENTS <br /> A. MATTERS ON THE PRINTED AGENDA <br /> Chairman Carey announced that anyone who has indicated a <br /> desire to speak on an item on the printed agenda will be recognized at <br /> the appropriate time. <br /> B. ITEMS FOR DECISION - CONSENT AGENDA <br /> Motion was made by Commissioner Insko, seconded by <br /> Commissioner Halkiotis to approve those items on the Consent Agenda as <br /> stated below: <br /> A. AUTHORIZATION OF THE RSVP RENEWAL APPLICATION AND AGREEMENT <br /> The Board approved the RSVP resolution as stated below, the <br /> application and agreement with ACTION and authorized the Chair to sign <br /> these documents when they are received. This agreement is for the <br /> period July 1, 1991 through June 30, 1992. The federal funds total <br /> $29,493, with $36,594 from Orange County, $12,277 from Chapel Hill and <br /> $900 from Carrboro. <br /> A RESOLUTION AUTHORIZING SUBMISSION OF A GRANT APPLICATION <br /> FOR THE RETIRED SENIOR VOLUNTEER PROGRAM (RSVP) <br /> BE IT RESOLVED by the Commissioners of Orange County that the <br /> Commissioners authorize the County Manager to submit an application to <br /> ACTION for a $29,493 grant for continuation of the Retired Senior <br />
