Establishing a cooperative planning process whereby both boards <br /> are provided with opportunities to review/comment on plans, <br /> policies, regulations, and/or other similar documents which affect <br /> comprehensive land use planning or economic development <br /> activities . <br /> D. Identifying ways and means of streamlining development approval <br /> processes, including but not limited to the following: <br /> 1 . Unified development ordinance to integrate scattered and <br /> uncoordinated land use regulations; <br /> 2 . Single map for use regulation instead of a land use plan map <br /> and a zoning map; <br /> 3 . Removal of barriers to concurrent consideration of <br /> development applications; <br /> 4 . Incentives for faster development application <br /> review/approval; e.g. , administrative in nature with lower <br /> fees; <br /> 5 . Comprehensive design/development applications; e .g. , unified <br /> development review process; and <br /> 6 . Increased frequency of public hearings . <br /> E . Establishing procedures for conducting pre-development conferences <br /> with prospective business clients desiring to locate or expand in <br /> the county. <br /> BE IT FURTHER RESOLVED that the Orange County Planning Board and the <br /> Orange County Economic Development Commission hereby direct their <br /> respective staffs to work cooperatively in addressing the matters <br /> described above . <br /> BE IT FURTHER RESOLVED that the Orange County Planning Board and the <br /> Orange County Economic Development Commission hereby agree to use their <br /> best efforts to complete all work on the above mentioned matters in <br /> accordance with the following schedule : <br /> 1 . Items C and E above will be completed and presented to the Board <br /> of Commissioners at its annual goal-setting session in December, <br /> 1990; and <br /> 2 . Items A, B, and D above will be completed and presented for review <br /> and comment at the May, 1991 public hearing. <br />
