Annotated Outline <br /> development approval will be modified to make the review process more efficient and predictable through the inclusion of the <br /> individual standards for review,description of how appeals are handled, and the process for making modifications once an application <br /> is approved. <br /> Based on Clarion's understanding of the town's goals and our experience working in other communities across the country, we suggest <br /> that variety of existing procedures be modified as well as additional permit types be added to the town's line up of development <br /> application procedures. These changes will likely include: <br /> • A new procedure for land use plan amendments, <br /> • A revised conditional rezoning process, <br /> • A new planned development procedure, <br /> • Revisions to the site plan process to establish three different forms of review, <br /> • A temporary use permit, <br /> • A new zoning permit, <br /> • A new administrative adjustment procedure, <br /> • A new interpretation process,and <br /> • A new beneficial use determination process. <br /> An overview of this proposed review structure is outlined in the table that follows(Proposed Development Review Structure). <br /> ADMINISTRATIVE AND DECISION-MAKING BODIES <br /> General Commentary: The first section in the new Administration Chapter is a new section that identifies the administrative <br /> and decision-making entities and persons responsible for the review and administration of development under the UDO. It is <br /> our experience that provisions such as these help to establish clear lines of authority in the town's decision-making <br /> procedures.
