ISSUES SUMMARY <br /> This Unified Development Ordinance project is designed to accomplish two objectives: (1) Combine the town's zoning and <br /> subdivision ordinances into one Unified Development Ordinance; and (2)while blending these two ordinances, make adjustments to <br /> provisions that are not aligned with current town goals and objectives. Five major Key Themes for Improvement <br /> themes or goals for the ordinance re-write emerged from the Clarion team's y m P <br /> interviews with stakeholders, town staff and the public during the project initiation <br /> meetings and independent review of the town's planning and regulatory 1. Make the code more customer-friendly <br /> documents. These goals are consistent with the stated goals of the project as <br /> identified by the town and with many best practices in land use regulation. They 2, Streamline the development review process <br /> are: <br /> Make the code more customer-friendly, <br /> 3. Modernize the regulations, procedures, <br /> • and definitions <br /> • Streamline the development review process, <br /> • Modernize the regulations, procedures, and definitions, 4. Improve development quality <br /> • Improve development quality,and <br /> • Achieve development and redevelopment that is consistent with the <br /> community's planning and development goals. 5. Achieve development and redevelopment <br /> that promote community goals <br /> These five goals or themes inform and guide the annotated outline of the new <br /> Unified Development Ordinance. In some cases, a discussion of alternative means <br /> of addressing these goals is provided, along with recommendations for the best <br /> solution based on our understanding of Hillsborough and best practices in North <br /> Carolina and nationwide. The following pages provide more detail on each of the <br /> five key goals. <br /> MAKE THE UDO CUSTOMER-FRIENDLY <br /> One of the most frequently cited concerns raised by both stakeholders and town Key Customer-Friendly <br /> staff is that the current zoning ordinance is difficult to use and not very customer- Recommendations <br /> friendly. This is so for a variety of reasons. Generally, both stakeholders and staff <br /> agreed the structure and format of the current regulations frustrates users and town <br /> officials alike — even longtime users.
