'." <br />fore under a moral if not a legal obligation to honor that agreement ,rt•i <br />signed by County staff. .~ <br />Commissioner Willhoit moved to authorize purchase of vehicles on <br />State Contract under the financing arrangement-approved by the Board at • <br />its meeting on January 26, 1981; Commissioner Whitted seconded the motion. <br />During ensuing discussion, Commissioner Whitted said he agreed with <br />Commissioner Walker, that he also would prefer to deal with local bus- <br />finesses when the price differential was slight. :~:. <br />• Commissioner Walker offered a substitute motion, to wit, that the <br />Board authorize purchase of vehicles according to the lowest price fur- <br />nished by Mr, Rees. 'Commissioner Barnes called' a point of order re- • <br />minding Commissioner Walker that since the information could not be made <br />public at the .request of one of the vendors. the Board could not legally, <br />and therefore would not,consider this information. Whereupon Commissioner <br />Walker amended his motion to read that the Board authorize the vehicles <br />be placed on bid to local dealers. Motion died for lack of a second. <br />Mare discussion ensued; Commissioner Barnes restated the motion <br />by Commissioner Willhoit still on the floor. Vote: Ayes 3 (Commissioners <br />Barnes, Whitted and Willhoit); noes, 2 {Cvmanissioners Gustaveson and Walker): <br />The motion carried. <br />Commissioner Barnes said she thought there was a consensus, on the <br />Board for the County not to remain on State Contract beyond this contract <br />period for future vehicle purchases. +~ <br />The County Attorney told the Board that the Finance Officer has <br />the authority to enter agreements such as the one considered and dis- ~ <br />cussed above and that if the Board wished the Finance Officer not to T <br />retain and exercise that authority it should instruct the Finance Officer <br />to prepare a proposal outlining action appropriate for the- Finance Officer <br />for Board approval.
