SUMMARY MINUTES OF AN ASSEMBLY OF GOVERNMENTS MEETING <br /> OF THE CHAPEL HILL TOWN COUNCIL <br /> MONDAY, NOVEMBER 30, 2009,AT 7:00 P.M. <br /> Those present included Chapel Hill Mayor Kevin Foy, Mayor pro tem Jim Ward, and <br /> Chapel Hill Council Members Matt Czajkowski, Laurin Easthom, Sally Greene, Ed <br /> Harrison, Mark Kleinschmidt, Jim Merritt; and Orange County Commission Chairman <br /> Valerie Foushee, Vice Chairman Mike Nelson, and Commissioners Alice Gordon, Pam <br /> Hemminger, Barry Jacobs, Bernadette Pelissier, Steve Yuhasz; and Carrboro Mayor <br /> Mark Chilton, and Board of Aldermen Joal Hall Broun, Jacquelyn Gist, Randee Haven- <br /> O'Donnell, Sammy Slade, and Lydia Lavelle. <br /> 1. CALL TO ORDER/INTRODUCTIONS/OPENING COMMENTS <br /> Mayor Foy welcomed the newly elected members, Sammy Slade from Carrboro, and <br /> Gene Pease from Chapel Hill, not yet sworn in. <br /> He said the purpose of this meeting was to focus on the library services that are provided <br /> to Orange County residents. <br /> Valerie Foushee, Orange County Commission Chair, said she needed to have a motion <br /> from a member of her board to move into a closed session at the adjournment of this <br /> meeting Commissioner Pelissier moved; Commissioner Yuhasz seconded the motion to <br /> enter closed session following the AOG meeting. The motion carried. <br /> 3. LIBRARY SERVICE IN ORANGE COUNTY <br /> Mayor Foy introduced the Kathy Thompson, Chapel Hill Library Services Director, and <br /> Lucinda Munger, Orange County Library Services Director. <br /> Ms.Thompson gave an overview of the organization, and said they worked very hard to <br /> make sure the information they were giving was parallel. <br /> Ms. Thompson said there are three different kinds of public libraries in North Carolina, <br /> and they have all of them in Orange County. She said the county library is represented by <br /> Orange County Public Library (OCPL), and there are regional libraries which are a <br /> grouping of county libraries, and municipal libraries. She said the Chapel Hill Public <br /> Library (CHPL) is a municipal library. She said it was a unique situation to have all three <br /> here. She said they provide free library cards to all Orange County and Chapel Hill <br /> residents. She explained using a slide show where users come from, and how they are <br /> able to track them with their automated system. <br /> Mayor Foy asked if she could clarify that people in Carrboro sometimes have a Chapel <br /> Hill address, and sometimes people in Chatham County have a Chapel Hill address; and <br /> does the sorting system differentiate address from actual residency. <br /> Ms. Thompson said yes, it gets very specific, down to the street address. <br />
